(Draft Supplemental <br /> EIR, pp. 4.13-18—4.13-19.) <br /> Threshold T-4: The Project would not result in inadequate emergency access. <br /> Findings: The City finds that the Project would result in less-than-significant impacts to <br /> transportation related to inadequate emergency access. Additionally, the City finds that the <br /> Project will implement regulatory requirements RR T-1 through RR T-2 (listed above). (Draft <br /> Supplemental EIR, p. 4.13-20.) <br /> Explanation of the Rationale: The proposed public and private roadways throughout the Project <br /> site would be designed to accommodate emergency vehicles for fire, ambulance, and police <br /> services. The roadways would not have restricted access such as gates that would prevent <br /> emergency vehicles from reaching the intended destinations. Roadway improvements and new <br /> roadway construction would be constructed in accordance with the Orange County Fire Authority <br /> standards and requirements. During construction, a traffic control plan would be implemented to <br /> ensure that adequate and safe access is available within and near the Project site. Appropriate <br /> construction traffic control measures would be utilized to ensure that emergency access to the <br /> Project site and the safe circulation of all modes of transportation is maintained on adjacent rights- <br /> of-way. Therefore, impacts related to inadequate emergency access would be less than <br /> significant. (Draft Supplemental EIR, p. 4.13-20.) <br /> Cumulative Impacts: The Project would not result in cumulative impacts <br /> concerning transportation. <br /> Findings: The City finds that the Project would result in less-than-significant cumulative impacts <br /> concerning transportation. Additionally, the City finds that the Project will implement regulatory <br /> requirements RR T-1 through RR T-2 (listed above). (Draft Supplemental EIR, <br /> pp. 4.13-21 —4.13-3.) <br /> Explanation of the Rationale: Cumulative development under the GPU buildout and related <br /> projects, including surrounding jurisdictions for the Cities of Costa Mesa and Irvine, would be <br /> separately reviewed and approved by the respective jurisdiction to ensure their consistency with <br /> applicable programs, plans, ordinances, and policies; VMT impacts; and compliance with existing <br /> building and fire code standards associated with emergency access hazards. The Project would <br /> connect to the existing circulation system while providing new facilities to enhance the use of <br /> public transit, pedestrian, and bicycle mobility and would not conflict with a plan, ordinance, or <br /> policy addressing circulation; would be consistent with SCAG's Connect SoCal RTPISCS and <br /> provide for public transit options to future project users to further reduce VMT; and would be <br /> designed in conformance with the City and Orange County Fire Authority's design standards to <br /> ensure that no potentially hazardous design features or inadequate emergency access would be <br /> introduced. Therefore, the Project's contribution to cumulative impacts associated with <br /> transportation would not be cumulatively considerable.
