4.17 UTILITIES AND SERVICE SYSTEMS <br /> Threshold U 1: The Project would not require or result in the relocation or construction of <br /> new or expanded water, wastewater treatment or storm water drainage, <br /> electric power, natural gas, or telecommunications facilities, the <br /> construction or relocation of which could cause significant environmental <br /> effects. <br /> Findings: The City finds that the Project would result in less-than-significant impacts to utilities <br /> and service systems related to new or expanded water, wastewater treatment or storm water <br /> drainage, electric power, natural gas, or telecommunications facilities. (Draft Supplemental EIR, <br /> pp. 4.15-22—4.15-27.) <br /> Additionally, the City finds that the Project will implement the following regulatory requirements <br /> (Draft Supplemental EIR, pp. 4.15-8—4.15-14): <br /> Water <br /> RR U-5:Any development implemented under the General Plan Update shall abide by the <br /> water conservation and efficiency requirements detailed in Chapter 8, Article XVI, Chapter <br /> 39, Article VI and Chapter 41, Article XVI of the Santa Ana Municipal Code. <br /> RR U-6: Water connection fees shall be paid in accordance with Chapter 39, Article II of <br /> the City's Municipal Code and plumbing shall be installed in compliance with Chapter 8, <br /> Article III. <br /> RR U-7 (Water): Water Supply Assessments and written verifications shall be prepared <br /> for any development implemented under the General Plan Update that meets the criteria <br /> of Senate Bill 610 or Senate Bill 221. <br /> Wastewater <br /> RR U-1: Any sewer utility infrastructure improvement associated with development under <br /> the General Plan Update shall be designed, constructed, and operated in accordance with <br /> Chapter 8, Article III, and Chapter 39, Article III, and of the Santa Ana Municipal Code. <br /> RR U-2: Any new connections to the Orange County Sanitation District system or <br /> expansion of a previous connection shall pay a capital facilities charge in accordance with <br /> Ordinance No. OCSD-40. <br /> RR U-3: Sewer utility infrastructure improvements associated with development under the <br /> General Plan Update shall be designed,constructed, and operated in accordance with the <br /> Orange County Sanitation District's Ordinance Nos. 25 and 48 and the wastewater <br /> discharge requirements of the National Pollutant Discharge Elimination System permit <br /> (Order No. R8-2012-0035). <br /> Resolution No. 2025-041 <br /> Page 57 of 140 <br />
