(Draft Supplemental EIR, p. 4.15-23.) <br /> Wastewater <br /> The Project would result in an increase in wastewater generation due to the Project site's change <br /> in land use from commercial to mixed-use (i.e., residential uses and higher density would result <br /> in greater wastewater generation. The Project's generated flow of 0.200 cubic feet per second <br /> (cfs)would match the existing flow and no additional wastewater capacity would be required. As <br /> part of Project development requirements, the Sewer Capacity Study, was submitted to the <br /> Orange County Sanitation District (OC San) to verify capacity of the County sewer mains. OC <br /> San review identified that there is existing capacity within the Sunflower trunk main; however, the <br /> smaller Vitrified Clay Pipe (VCP) sewer mains in Bear Street and Plaza Drive have no additional <br /> capacity beyond current discharges. Thus, the Project would include the construction of an on- <br /> site private sewer network that would convey a majority of sewer flows generated west of Plaza <br /> Drive within a private sewer network to connect to the City's VCP sewer main.All new connections <br /> would be constructed per City and OC San standards. Final alignment, points of connections, and <br /> limits of sewer removal and replacement would be developed during the design permitting phase. <br /> All proposed wastewater infrastructure improvements and connections would comply with the City <br /> of Santa Ana Design Guidelines for Water and Sewer Facilities, City of Santa Ana's Construction <br /> Standards and City and OC San standards, which provide design criteria and construction <br /> methods. Construction impacts associated with the installation of new sewer connections and <br /> facilities would be temporary and would primarily involve trenching in order to place the lines <br /> below ground. Further, the proposed wastewater infrastructure improvements would be located <br /> in areas within the Project site and in previously disturbed roadways, and thus, the impacts from <br /> installation and upgrades of the proposed on-site private sewer network are already accounted <br /> for in the various resource sections of this Supplemental EIR. Therefore, with the Project's <br /> impacts related to the relocation or construction of new or expanded wastewater facilities would <br /> be less than significant.As such, impacts resulting from the Project would be less than significant. <br /> (Draft Supplemental EIR, pp. 4.15-23—4.15-25.) <br /> Stonnwater <br /> The Project's grading and storm drain network would be designed to match the existing drainage <br /> and flow patterns to best utilize the capacities available in the existing public storm drain system. <br /> The Project would integrate bio-filtration methods, pervious surfaces, and selective plant materials <br /> to encourage on-site water retention. Final routing of the storm drain system may require the <br /> construction of underground detention systems to handle a minimum of the 10-year design storm, <br /> per the latest version of the Orange County Local Drainage Manual and would be developed with <br /> City and County input during the design permitting phase. The proposed drain improvements <br /> would be constructed within previously disturbed roadways. Additionally, the impacts from <br /> installation and upgrades to the storm drain system are already accounted for in the various <br /> resource sections of this Supplemental EIR. Therefore, the Project's impacts related to the <br /> relocation or construction of new or expanded stormwater facilities would be less than significant. <br /> As such, impacts resulting from the Project would be less than significant.
