Stormwater <br /> RR U-8(Stormwater): Storm drain shall be installed in compliance with Chapter 8, Article <br /> III, of the Santa Ana Municipal Code. <br /> RR HYDA: All development pursuant to the General Plan Update shall comply with the <br /> requirements of the Construction General Permit (Order No. 2012-0006-DWQ) for <br /> stormwater discharges associated with construction activity. Compliance requires filing a <br /> Notice of Intent(NOI), a Risk Assessment, a Site Map, a Stormwater Pollution Prevention <br /> Plan (SWPPP) and associated best management practices (BMPs), an annual fee, and a <br /> signed certification statement. <br /> RR HYD-4: All development pursuant to the General Plan Update shall comply with the <br /> requirements of the Orange County MS4 Permit (Order R8-2009-0030, NPDES No. <br /> CAS618030, as amended by Order No. 138-2010-0062). The MS4 Permit requires new <br /> development and redevelopment projects to: <br /> • Control contaminants into storm drain systems <br /> • Educate the public about stormwater impacts <br /> • Detect and eliminate illicit discharges <br /> • Control runoff from construction sites <br /> • Implement best management practices and site-specific runoff controls and <br /> treatments for new development and redevelopment. <br /> Dry Utilities <br /> RR U-10: New buildings are required to achieve the current California Building Energy <br /> and Efficiency Standards (Title 24, Part 6) and California Green Building Standards Code <br /> (CALGreen) (Title 24, Part 11). <br /> RR U-11: All new appliances would comply with the 2012 Appliance Efficiency <br /> Regulations(Title 20, California Code of Regulations, Sections 1601 through 1608). <br /> Explanation of the Rationale: <br /> Water <br /> The Project would involve the installation of water mains, hydrants, fire sprinklers, and proposed <br /> recycled water and irrigation laterals and meters based on City and County input during the design <br /> permitting phase.The water infrastructure improvements would comply with the City of Santa Ana <br /> Design Guidelines for Water and Sewer Facilities and City of Santa Ana's Construction <br /> Standards. Construction impacts associated with the installation of new water mains, fire <br /> hydrants, and water connections would be temporary and would primarily involve trenching in <br /> order to place the water lines below ground within previously disturbed roadways. Moreover, <br /> water infrastructure improvement projects were considered in the GPU PEIR and supported by <br /> Resolution No. 2025-041 <br /> Page 58 of 140 <br />
