Cumulative Impacts: The Project would not result in cumulative impacts concerning utilities and <br /> service systems. <br /> Findings: The City finds that the Projectwould result in no cumulative impacts concerning utilities <br /> and service systems. Additionally, the City finds that the Project will implement regulatory <br /> requirements RR U-1 through RR U-3; RR U-5 through RR U-8; RR U-10 through RR U-11; RR <br /> HYD-1; and RR HYD-4 (listed above). (Draft Supplemental EIR, pp. 4.15-35 --4.15-38.) <br /> Explanation of the Rationale: <br /> Water <br /> The geographic context for the analysis of cumulative impacts to water supply and infrastructure <br /> is the City's water service area, which covers 27.5 square miles and includes the City of Santa <br /> Ana and a small neighborhood in the City of Orange, near Tustin Avenue and Fairhaven by the <br /> northeast corner of Santa Ana. The City's 2020 UWMP forecasts the water supply and demand <br /> for its water service through 2045 which considers the GPU buildout assumptions and accounted <br /> for the water demand generated by the types of land uses proposed by the related projects within <br /> the City's water service area. As such, the City would have adequate water supplies to meet the <br /> water demand during normal, single dry, and multiple dry years through 2045. In addition,the City <br /> is able to purchase more water from MWD if necessary. Further, projects resulting from GPU <br /> buildout and the related projects would be required to comply with regulatory requirements and <br /> GPU policies that promote water conservation, prepare a Water Supply Assessment, and require <br /> City review of each water service connection and infrastructure improvement. <br /> The Project would have a less than significant impact on the City's water infrastructure and the <br /> City would have sufficient water supplies to serve the Project during normal, single-dry, and <br /> multiple-dry years. Therefore, the Project's contribution to cumulative impacts to water supply or <br /> infrastructure would not be cumulatively considerable, and as such, cumulative impacts to water <br /> supply or infrastructure would be less than significant. (Draft Supplemental EIR, <br /> pp.4.15-35--4.15-38.) <br /> Wastewater <br /> The geographic context for the analysis of cumulative impacts to wastewater conveyance and <br /> treatment would be the sewer service area of the City, which encompasses 27.2 square miles, <br /> and OC San's service area,which covers a 479-square-mile area of central and northwest Orange <br /> County and includes the cities of Santa Ana, Costa Mesa, and Irvine. Buildout of the GPU and <br /> related projects would increase wastewater generation, thus cumulatively increasing wastewater <br /> generation and infrastructure capacity, potentially requiring the relocation or construction of new <br /> or expanded wastewater facilities. However, they would be required to perform a sewer <br /> monitoring study to determine the adequacy of the sewer system, to pay the OC San Capital <br /> Facilities Charge for new connections to the OC San System, and adhere to local standards. <br /> Additionally, wastewater flows would be conveyed to OC San's Treatment Plant No. 1 or <br /> Treatment Plant No.2 fortreatment which has a combined total capacity of 632 mgd.The project's <br /> connections and upgrades to the sewer lines would result in less-than-significant impacts. In <br /> addition, wastewater generated by the Project would be adequately served by OC San's <br /> Treatment Plant No. 1.
