relevant; this could include curation with a recognized scientific or educational repository, <br /> transfer to the tribe, or respectful reinternment in an area designated by the tribe. <br /> Explanation of the Rationale: The rationale and facts supporting the above finding are fully <br /> developed in Section 4.2, Cultural Resources, pages 4.2-14 through 4.2-16 of the Draft <br /> Supplemental EIR. The following presents a summary of that rationale: <br /> Due to the Project site's past disturbances, which resulted in the disturbance of archaeological <br /> sites buried at shallow depths, the sensitivity for cultural resources consisting of archaeological <br /> sites is considered low at and near the surface of the Project site. However,this does not preclude <br /> the possibility that subsurface archaeological deposits underlie the project site, especially in areas <br /> where only minimal ground disturbance have occurred (i.e., the existing surface parking lots or <br /> structures with shallow foundations). Additionally, the sensitivity for potential buried prehistoric <br /> archaeological sites increases in the undisturbed soils at lower depths. The Project would require <br /> a maximum depth of 52 feet for the proposed subsurface parking garage increasing the sensitivity <br /> for potential buried prehistoric archaeological resources. Therefore,the Project would incorporate <br /> GPU PEIR MM CUL-6, which would reduce impacts to potential archaeological resources. With <br /> the implementation of the GPU PEIR MM CUL-6, impacts to archaeological resources would be <br /> less than significant. <br /> Cumulative Impacts: The Project would not result in cumulative impacts concerning cultural <br /> resources with the implementation of mitigation. <br /> Findings: The City finds that changes or alterations have been required in, or incorporated into, <br /> the Project, which avoid or substantially lessen the significant environmental effect as identified <br /> in the Final Supplemental EIR. Specifically, the City finds that GPU PEIR MM CUL-6 (listed <br /> previously) shall be implemented to reduce potentially significant cultural resource impacts <br /> resulting from the Project.
