Consumption of Resources <br /> Construction and operation of the Project would require the use of both renewable and non- <br /> renewable resources and construction materials. However, the Project would not involve the <br /> wasteful or unjustifiable use of non-renewable resources during construction or long-term <br /> operation. None of the building materials anticipated for the Project would be unique, rare, in short <br /> supply, or require creation of new resource extraction sites or new manufacturing and delivery <br /> channels. The Project would meet the most current and latest Title 24 standards for energy <br /> efficiency and incorporate all applicable energy efficiency measures (solar panels, high efficiency <br /> lighting, energy efficient appliances, etc.), which help to reduce energy consumption. The Project <br /> site is also located in a designated Transit Opportunity Corridor and would develop the site with <br /> residential, commercial, office, and recreation opportunities that would encourage use of public <br /> transportation. Further, implementation of the Project would also satisfy the achievement of the <br /> Project objectives, which includes objectives that are beneficial to the growth and prosperity of <br /> the City. (Draft Supplemental EIR, p. 5-4.) <br /> Irreversible Environmental Damage <br /> Construction and long-term operation of the Project would involve the limited transport, storage, <br /> use, and disposal of hazardous materials related to typical residential and commercial uses. <br /> However, all hazardous materials used on the Project site would be used, stored, and disposed <br /> of in accordance with manufacturer's standards and all applicable federal, state, and local <br /> requirements such as those set forth by the California Occupational Safety and Health <br /> Administration, California Emergency Management Agency, California Department of Toxic <br /> Substances Control, and the Orange County Environmental Health Division of the Health Care <br /> Agency. Further, the Phase I Environmental Site Assessment prepared for the Project did not <br /> identify recognized environmental conditions at the site that would create significant hazards to <br /> the public and environment. Therefore, the Project would not involve uses in which irreversible <br /> damage could result from a potential environmental accident associated with the Project.
