CHAPTER 7 <br /> FINDINGS REGARDING <br /> SIGNIFICANT IRREVERSIBLE ENVIRONMENTAL <br /> CHANGES <br /> Sections 15126(c) and 15126.2(c) of the CEQA Guidelines, require that an EIR address any <br /> significant irreversible environmental changes that would occur should the project be <br /> implemented. Generally, a project would result in significant irreversible environmental changes <br /> if any of the following would occur: <br /> • The project would involve a large commitment of non-renewable resources; <br /> • The primary and secondary impacts of the project would generally commit future <br /> generations to similar uses; <br /> • The project involves uses in which irreversible damage could result from any potential <br /> environmental accidents; or <br /> • The proposed consumption of resources is not justified. <br /> Commitment of the Proposed Project's Site for Future Generations <br /> The Project site is developed with existing commercial uses. Implementation of the Project would <br /> continue the commercial uses and also provide residential uses. Secondary effects associated <br /> with construction and operation of the Project include: emissions of air pollutants; consumption of <br /> non-renewable energy; and increased ambient noise due to increased activities. However, the <br /> Project implements land uses and activities that were envisioned and analyzed in the GPU PEIR, <br /> and as analyzed in the aforementioned sections, the Project would not result in unmitigable <br /> significant impacts beyond those identified in the GPU PEIR. As a result, the Project would not <br /> result in a new commitment of the Project site for future generations. (Draft Supplemental EIR, <br /> pp. 5-3--5-4.) <br /> Large Commitment of Resources <br /> Resources that would be consumed during Project construction include water, electricity, natural <br /> gas, fossil fuels, and building materials, such as lumber, cement, steel, copper, other metals, <br /> glass, aggregate, asphalt,and composite materials. However, the building materials would largely <br /> be used during construction and would not be further consumed during operations. Additionally, <br /> use of such resources would not be unusual compared with other construction projects and would <br /> not substantially affect the availability of such resources. <br /> During operations, the proposed commercial and residential uses would consume utility <br /> resources, such as water, electricity, natural gas, and other petroleum-based fuels, as well as <br /> paints, solvents, and cleaner for normal maintenance activities, similar to other residential and <br /> commercial uses.
