Plaintiffs, Santa Ana Police Officers Association and Doe Officers for a <br /> 8 Third Cause of Action against Defendants Valentin, City of Santa Ana, and Santa Ana <br /> 9 Police Department re-allege paragraphs 1 through 558, as though set forth fully, and <br /> 10 further allege as follows: <br /> 11 66. Government Code §3500(a) provides "It is the purpose of this chapter to <br /> 12 promote full communication between public employers and their employees by <br /> 13 providing a reasonable method of resolving disputes regarding wages, hours, and other <br /> 14 terms and conditions of employment between public employers and public employee <br /> 15 organizations. It is also the purpose of this chapter to promote the improvement of <br /> 16 personnel management and employer-employee relations within the various public <br /> 17 agencies in the State of California by providing a uniform basis for recognizing the right <br /> 18 of public employees to join organizations of their own choice and be represented by <br /> 19 those organizations in their employment relationships with public agencies." <br /> 20 67. Government Code §3502 provides, in part, "Except as otherwise provided <br /> 21 by the Legislature, public employees shall have the right to form,join, and participate in <br /> 22 the activities of employee organizations of their own choosing for the purpose of <br /> 23 representation on all matters of employer-employee relations." <br /> 24 68, Government Code §3503 provides, in part, "Recognized employee <br /> 25 organizations shall have the right to represent their members in their employment <br /> 26 relations with public agencies." <br /> 27 69.
