Authorize the City Manager to execute a Memorandum of Understanding with the <br /> Santa Ana Management Association ("SAMA") regarding wages, hours, and other <br /> terms and conditions of employment effective July 1, 2025 through June 30, 2028 <br /> and authorize non-substantive changes which may be necessary to implement the <br /> agreement (Agreement No. A-2025-XXX). <br /> 2. Adopt a Resolution updating the salary schedule for associated unrepresented <br /> classifications. <br /> RESOLUTION NO. 2025-XXX entitled A RESOLUTION OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA TO EFFECT CERTAIN CHANGES TO THE <br /> CITY'S CLASSIFICATION AND COMPENSATION PLAN <br /> GOVERNMENT CODE §84308 APPLIES: No <br /> DISCUSSION <br /> The City recently reached a tentative agreement with SAMA on a three (3)year successor <br /> Memorandum of Understanding ("MOU") effective July 1, 2025 through June 30, 2028. <br /> The tentative agreement has been ratified by SAMA membership. The major provisions <br /> of the agreement include: salary increases of five percent (5%) retroactive to July 13, <br /> 2025, four percent (4%) in July 2026, and three percent (3%) in July 2027; winter holiday <br /> closure language; increasing City medical contributions by fifty dollars ($50)for employee <br /> only coverage and one hundred fifty dollars ($150) per month for multi-person coverage <br /> in January 2026, January 2027, and January 2028; and increasing management vacation <br /> hours from eighty (80) hours per year to one hundred (100) hours per year. <br />
