Memorandum of Understanding between the City of Santa Ana and the Santa Ana <br /> Management Association <br /> October 7, 2025 <br /> Page 2 <br /> Other key terms of the agreement include: updated discipline and grievance processes; <br /> providing contributions to vision coverage for employees; modifying the number of <br /> management vacation hours that can be cashed out from eighty(80)to one hundred (100) <br /> per year; modifying the number of unused sick leave hours that may be converted to <br /> CalPERS service credit to a maximum of three hundred fifty-two (352) hours; and <br /> increasing paid bereavement leave from three (3) days to five (5) days. <br /> Lastly, pursuant to Resolution No. 2021-026, there are unrepresented classifications that <br /> mirror the salary increases and terms and conditions of employment of SAMA. The <br /> attached Resolution merely updates the respective salary schedule of the unrepresented <br /> classifications as a result of the salary increases provided to SAMA. <br /> ENVIRONMENTAL IMPACT <br /> There is no environmental impact associated with these actions. <br /> FISCAL IMPACT <br /> The estimated annual cost of the agreement during the three (3) year period is $946,488 <br /> for FY 2025-26, $1,693,166 for FY 2026-27, and $2,298,478 for FY 2027-28, for a total <br /> estimated cost of $4,938,132. The estimated annual cost for the associated <br /> unrepresented classifications during the three (3) year period is $91,675 for FY 2025-26, <br /> $174,176 for FY 2026-27, and $240,804 for FY 2027-28 for a total estimated cost of <br /> $506,655. The FY25-26 budget is sufficient to pay for the first year of the MOU, and future <br /> proposed budgets will be based on the terms of the MOU. <br /> EXHIBIT <br /> 1.
