<br /> Immigrant Defenders Law Center(ImmDef)is uniquely qualified to meet all service areas outlined
<br /> in the RFP for the City of Santa Ana, including removal defense, affirmative applications, and
<br /> appellate representation. As the largest deportation defense nonprofit in Southern California,
<br /> ImmDef has provided full-scope removal defense since 2015, with representation before
<br /> immigration courts, USCIS, the Department of Homeland Security, the Board of Immigration
<br /> Appeals, and the Ninth Circuit Court of Appeals. Our attorneys regularly represent clients in both
<br /> detained and non-detained proceedings, with legal expertise spanning asylum, withholding of
<br /> removal, CAT, 212(c), 42A/B cancellation, SIJS,VAWA, T and U visas, and motions to reopen.
<br /> ImmDef brings deep experience in post-conviction relief referrals and appellate litigation, ensuring
<br /> continuity of representation across complex, multi-forum cases. ImmDef operates under a
<br /> universal representation model and uses a structured intake process that prioritizes income,
<br /> residency, and lack of counsel to ensure equitable access to services. Their infrastructure supports
<br /> consistent, high-quality legal services through strong supervision, weekly case reviews, and
<br /> systems that manage caseloads, track referrals, maintain confidentiality, and ensure reliable
<br /> communication.
<br /> ImmDef has a proven track record of successful program implementation and contract
<br /> management in partnership with city agencies and community-based organizations. Through close
<br /> coordination with local stakeholders, ImmDef have consistently delivered program goals while
<br /> remaining flexible and responsive to emerging community needs.Notably, ImmDef is leading the
<br /> Rapid Response network in Los Angeles County, coordinating urgent legal interventions in
<br /> response to escalating ICE enforcement and detention crises. ImmDefs IT team developed and
<br /> maintains a Rapid Response Referral database app that all partner organizations have been granted
<br /> access safely and efficiently gather information on individuals detained by ICE and in need of legal
<br /> services. This leadership position further underscores their unique capacity to provide timely,
<br /> trauma-informed, and effective legal services across the region. ImmDef are currently pursuing a
<br /> thoughtful, realistic plan to expand their capacity and legal expertise, including targeted staff
<br /> training, enhanced supervision, and investments in internal infrastructure to improve efficiency
<br /> and meet growing demand. ImmDef continues to collaborate with local partners to connect clients
<br /> with wraparound services such as housing,mental health care, and education, and remain agile in
<br /> responding to shifts in immigration enforcement and policy. This adaptability has been especially
<br /> critical in recent months amid heightened ICE activity in Orange County and Los Angeles County,
<br /> which has increased demand for immediate, coordinated legal response.
<br /> In addition to those services specifically outlined in ImmDef s proposal(Exhibit B), ImmDef shall
<br /> provide services that may include,but not be limited to, the following types of legal services:
<br /> 1. Representation of (a) an individual in any removal, exclusion, deportation, bond, or
<br /> expedited removal proceedings under section 212(d)(5)(A), 235(b)(1)(B), 236, 238, 240,
<br /> or 241 or in any matter related to any such proceeding before U.S. Citizenship and
<br /> Immigration Services, any State court, or any court created under article III of the
<br /> Constitution of the United States.
<br /> 2. Representation of a detained individual in a bond hearing, petition for writ of habeas
<br /> corpus, ICE detainer rescission request,parole request, or in any other forum to challenge
