refresher course once every twelve months from the <br /> date of initial certification. <br /> 2 . "Street Level Proficiency" is part of a pilot <br /> program and its success will be evaluated on an <br /> ongoing basis . If at any time it is clear to the <br /> City Manager that the program is not completely <br /> successful in delivering expected results, the <br /> program will cease to exist . However, the <br /> employees who had successfully completed the <br /> coursework and the qualifying examination will <br /> receive the bilingual pay for the duration of the <br /> current contract period, provided they meet the <br /> requirement as set forth in Subsection C, Paragraph <br /> 1, above . <br /> D. Complex Level Proficiency in Spanish. All <br /> employees in the classifications of Police Officer <br /> and Police Sergeant who successfully meet the <br /> "Complex Level Proficiency" requirements set out in <br /> the departmental Spanish training program shall be <br /> paid a bilingual pay differential in an amount <br /> equal to the product obtained by multiplying the <br /> Step "E" base salary rate of Police Officer by five <br /> percent (5 . 096) (ten [10] salary rate ranges) . <br /> E. All employees in classifications represented by <br /> this Agreement, other than those specifically <br /> described in Subsections C and D above, shall be <br /> paid a bilingual pay differential of one hundred <br /> fifty dollars ($150 . 00) per month after <br /> successfully meeting the requirements for "complex <br /> level proficiency. " <br /> Section 4 . All assignments to positions set forth in Sections <br /> 1, 2 , 3 above of sworn and non-sworn personnel shall be made or <br /> revoked in a fair manner at the discretion of the Chief of Police . <br /> ARTICLE VI - POLICE CAREER DEVELOPMENT PROGRAM <br /> Section I . Definitions . For the purpose of clarifying the <br /> criteria for the Police Career Development Program designations set <br /> forth in Sections 3 through 8 of this Article, the following <br /> definitions apply: <br /> A. Educational Units .
