All employees in classifications, sworn or nonsworn, <br /> represented by this agreement, other than those specifically described in <br /> Subsection C above, shall be paid a bilingual pay differential of one <br /> hundred fifty dollars ($150.00) per month. <br /> The City agrees to have a "reopener" provision to meet and <br /> confer with reference to recommendations of a labor/management committee <br /> regarding increased bilingual capacity within the police department. <br /> This reopener shall only apply to implementing recommendations of a joint <br /> labor/management committee regarding increased bilingual capacity within <br /> the police department. <br /> Section 4. All assignments to positions set forth in Sections 1, 2, <br /> 3 above of sworn and non-sworn personnel shall be made or revoked at the <br /> discretion of the Chief of Police in a fair manner. <br /> ARTICLE VI - POLICE CAREER DEVELOPMENT PROGRAM <br /> Section 1. Definitions. For the purpose of clarifying the criteria <br /> for the Police Career Development Program designations set forth in <br /> Sections 3 through 8 of this Article, the following definitions apply: <br /> A. Educational Units. One (1) completed "semester" unit in an <br /> academic course of instruction approved by the Chief of Police and in an <br /> accredited college or university shall equal one (1) educational unit. <br /> One (1) "quarter" unit achieved in an educational institution as above <br /> shall equal two-thirds (2/3) of an educational unit. "Trimester" units <br /> or other standards of measurement used as a basis in awarding scholastic <br /> credits will be accorded the same evaluation and weight as provided by <br /> the respective accredited college or university. Only completed <br /> coursework credited with a letter grade "C" or better (when evaluated by <br /> the "Pass/Fail" method) will be accepted. If such ratings are not <br /> rendered for a specific course, then a certificate of successful <br /> completion must be submitted. <br /> B. Training Units. Twenty (20) classroom hours or its <br /> equivalent of approved police training shall equal one unit. Regular, <br /> periodic on-the-job training programs shall not be considered as <br /> fulfilling this requirement. <br /> Neither shall the special training required for Crime Scene <br /> Investigators, Field Training Officers and Advanced Officers or other <br /> -7 - <br />
