STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br /> <br />maintains legal authority over the public or private sanitary sewer system is required to <br />enroll under this General Order by submitting a complete application package as <br />specified below and as provided in Attachment B (Application for Enrollment Form)of <br />this General Order. <br />Unless required by a Regional Water Board, apublic agency that ownsa combined <br />sewer system subject to the Combined Sewer Overflow Control Policy (33 U.S. Code <br />§ 1342(q)), is not required to enroll, under this Order, the portions of its sanitary sewer <br />system(s) that collects combined sanitary wastewater and stormwater. <br />2.2.1.Application Package Requirements <br />The Application for Enrollment package for new applicants must include the following <br />items: <br /> Application for Enrollment Form. The form in Attachment B of this General Order <br />must be completed, signed, and certified by a Legally Responsible Official, in <br />accordance with section 5.1 (Designation of a Legally Responsible Official) of this <br />General Order. If an electronic Application for Enrollment form is available at the <br />time of application, a new applicant shall submit its application form electronically; <br />and <br /> Application Fee <br />accordance with the Fee Schedule in the California Code of Regulations, Title 23, <br />section 2200, or subsequent fee regulations updates. <br />The applicatio <br />threat to water quality and complexity designations of category 2C or 3C, which is <br />assigned based on the population served by the system. The current Fee Schedule <br />for sanitary sewer systems is listed under subdivision (a)(2) at the following website: <br />Fee Schedule (https://www.waterboards.ca.gov/resources/fees/water_quality/). <br />2.2.2.Approval of Application Package (For New Applicants Only) <br />The Deputy Director of the State Water Board, Division of Water Quality (Deputy <br />Director) will consider approval of each complete Application for Enrollment package. <br />The Deputy Director will issue a Notice of Applicability letter which serves as approved <br />regulatory coverage for the new Enrollee. <br />If the submitted application package is not complete in accordance with section 2.2.1 <br />(Application Package Requirements) of this General Order, the Deputy Director will <br />send a response letter to the applicant outlining the application deficiencies. The <br />applicant will have 60 days from the date of the response letter to correct the application <br />deficiencies and submit the identified items necessary to complete the application <br />package to the State Water Board. <br />2.2.3.Electronic Reporting Account for New Enrollee <br />Within 30 days after the date of the Approval of Complete Application Package for <br />System Enrollment, a duly authorized representative for the Enrollee shall obtain a <br />CIWQS Sanitary Sewer System Database user account by clicking the <br />on the CIWQS Login Page <br /> <br />ORDER 2022-0103-DWQ December 6, 2022 <br />6 <br /> <br />
