To contact either OCEMA section, call Orange County Control One (available 24 <br />hours) at (714) 628-7008 and inform them of the type of assistance that is needed. <br />Orange County Sanitation District (OCSD) <br />OCSD should be contacted whenever a spill involves an OCSD trunk sewer facility. They <br />may provide assistance with vactor trucks and other equipment in emergency situations <br />after attempts to use contract services prove unsuccessful. Contact OCSD at (714) 962- <br />2411. <br />City of Santa Ana NPDES Program <br />The City of Santa Ana owns and operates a Municipal Separate Storm Sewer System <br />(MS4) and is a co-permittee under the North Orange County Municipal NPDES Permit <br />(order No. R8-2009-0030 as amended by Order No R8-2010-0062). The Permit requires <br />the City to control the discharge of pollutants and respond to spills. The Permit also <br />requires the City to report all sewage spills >1,000 gallons to the Regional Water Board <br />within 24-hours. <br />The City of Santa Ana NPDES Program staff should be contacted whenever a spill <br />reaches the storm drain system. Contact Craig Foster, NPDES Manager, at (714) 397- <br />0759, Samuel Villalobos, Stormwater Coordinator, at (714) 371-7489, or Katrina <br />Traficante, Stormwater Coordinator, at (714) 657-6570. NPDES Program staff must <br />document sewage spills per NPDES Permit requirements and may assist with spill <br />response and contractor cleanup. Refer to Appendix E for a sub watershed drainage map. <br />APPROVED VOLUME CALCULATION METHODS <br />EYEBALL ESTIMATION METHOD (for spills 200 gallons or less) <br />I. Position yourself so that you have a vantage point where you can see the entire spill. <br />2. Imagine one or more buckets or barrels of water tipped over. Depending on the size of the spill, <br />select a bucket or barrel size as a frame of reference. <br />3. Estimate the volume of the sewage spill by comparing it to your knowledge of the appearance of <br />a known quantity of water. <br />4. If rainfall is a factor in the spill, estimate what amount of the spill is rainwater and subtract that <br />from your initial estimation. <br />PHOTO COMPARISON METHOD <br />1. Refer to the photos in Appendix C to estimate the flow rate in gpm. <br />2.
