y of Santa Ana Section 9: Monitoring, Measurement and Program Mo <br />Section 9: Monitoring, Measurement and Program <br />Modifications <br />Section 9 of this SSMP addresses the requirements included in Attachment D-9 of <br />the Order. The requirements state: <br />Monitoring, Measurement, and Program Modifications: The Enrollee shall <br />include an adaptive management section that addresses Plan -implementation <br />effectiveness and the steps for necessary Plan improvement, including: <br />(a) Maintaining relevant information, including audit findings, to establish and <br />prioritize appropriate Plan activities; <br />(b) Monitoring the implementation and measuring the effectiveness of each Plan <br />element; <br />(c) Assessing the success of the preventive operation and maintenance activities; <br />(d) Updating Plan procedures and activities, as appropriate, based on the results <br />of monitoring and performance evaluations; and <br />(e) Identifying and illustrating spill trends, including spill frequency, locations <br />and estimated volumes. <br />The City evaluates the following Monitoring, Measurement, and Program Modifications Metrics for the sanitary <br />sewer system and all elements of the SSMP: <br />The SSMP elements are discussed periodically throughout the year during regular staff meetings with the Water <br />Resources Manager and the division supervisors. Additional meetings to assess the effectiveness of individual <br />elements are held as needed. Major studies, such as Sewer Master Plan audits and updates, and Infiltration <br />and Inflow Studies are also used to measure the effectiveness of the SSMP and make revisions as appropriate. <br />The City tracks the location and cause of all spills, blockages, and gravity main EMLs. The City maintains a <br />cleaning activity log, which details the size, material and location of each pipe cleaned, as well as the <br />equipment utilized, and any relevant remarks observed during the cleaning. The City utilizes field data <br />acquisition software (infraMap), which utilizes ESRI software for preventative maintenance tracking and work <br />orders. <br />City Field Staff observe all gravity mains and manholes during routine cleaning and conduct localized video <br />inspections when their observations warrant further investigation. Additionally, the City conducts system -wide <br />video inspections, and each pipe is given a score based on the National Association of Sewer Service <br />Companies' (NASSCO) pipeline rating system. All ratings are incorporated into the GIS so that all scoring is <br />associated with a corresponding pipe that has been inspected. These ratings, as well as the observed condition <br />of each pipeline, allow the City to identify gravity mains that are at risk of collapse or prone to more frequent <br />blockages due to pipe defects. <br />2025 9-2 <br />
