STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />INTRODUCTION <br />This General Order regulates sanitary sewer systems designed to convey sewage. For <br />the purpose of this Order, a sanitary sewer system includes, but is not limited to, pipes, <br />valves, pump stations, manholes, siphons, wet wells, diversion structures and/or other <br />pertinent infrastructure, upstream of a wastewater treatment plant headworks. A <br />sanitary sewer system includes: <br />• Laterals owned and/or operated by the Enrollee; <br />• Satellite sewer systems; and/or <br />Temporary conveyance and storage facilities, including but not limited to temporary <br />piping, vaults, construction trenches, wet wells, impoundments, tanks and diversion <br />structures. <br />Sewage is untreated or partially treated domestic, municipal, commercial and/or <br />industrial waste (including sewage sludge), and any mixture of these wastes with inflow <br />or infiltration of stormwater or groundwater, conveyed in a sanitary sewer system. <br />Sewage contains high levels of suspended solids, non -digested organic waste, <br />pathogenic bacteria, viruses, toxic pollutants, nutrients, oxygen -demanding organic <br />compounds, oils, grease, pharmaceuticals, and other harmful pollutants. <br />For the purpose of this General Order, a spill is a discharge of sewage from any portion <br />of a sanitary sewer system due to a sanitary sewer system overflow, operational failure, <br />and/or infrastructure failure. Sewage and its associated wastewater spilled from a <br />sanitary sewer system may threaten public health, beneficial uses of waters of the <br />State, and the environment. <br />This General Order serves as statewide waste discharge requirements and supersedes <br />the previous State Water Resources Control Board (State Water Board) <br />Order 2006-0003-DWQ and amendments thereafter. All sections and attachments of <br />this General Order are enforceable by the State Water Board and Regional Water <br />Quality Control Boards (Regional Water Boards). Through this General Order, the State <br />Water Board requires an Enrollee to: <br />• Comply with federal and state prohibitions of discharge of sewage to waters of the <br />State, including federal waters of the United States; <br />• Comply with specifications, and notification, monitoring, reporting and recordkeeping <br />requirements in this General Order that implement the federal Clean Water Act, the <br />California Water Code (Water Code), water quality control plans (including Regional <br />Water Board Basin Plans) and policies; <br />• Proactively operate and maintain resilient sanitary sewer systems to prevent spills; <br />• Eliminate discharges of sewage to waters of the State through effective <br />implementation of a Sewer System Management Plan; <br />• Monitor, track, and analyze spills for ongoing system -specific performance <br />improvements; and <br />• Report noncompliance with this General Order per reporting requirements. <br />ORDER 2022-0103-DWQ <br />December 6, 2022 <br />El <br />
