STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />An Enrollee is a public, private, or other non -governmental entity that has obtained <br />approval for regulatory coverage under this General Order, including: <br />• A state agency, municipality, special district, or other public entity that owns and/or <br />operates one or more sanitary sewer systems: <br />o greater than one (1) mile in length (each individual sanitary sewer system); <br />o one (1) mile or less in length where the State Water Board or a Regional Water <br />Board requires regulatory coverage under this Order; or <br />• A federal agency, private company, or other non -governmental entity that owns <br />and/or operates a sanitary sewer system of any size where the State Water Board or <br />a Regional Water Board requires regulatory coverage under this Order in response <br />to a history of spills, proximity to surface water, or other factors supporting regulatory <br />coverage. <br />For the purpose of this Order, a sanitary sewer system includes only systems owned <br />and/or operated by the Enrollee. <br />2. REGULATORY COVERAGE AND APPLICATION REQUIREMENTS <br />2.1. Requirements for Continuation of Existing Regulatory Coverage <br />To continue regulatory coverage from previous Order 2006-0003-DWQ under this <br />General Order, within the 60-days-prior-to the Effective Date of this General Order, <br />the Legally Responsible Official of an existing Enrollee shall electronically certify the <br />Continuation of Existing Regulatory Coverage form in the online California Integrated <br />Water Quality System (CIWQS) Sanitary Sewer System Database. The Legally <br />Responsible Official will receive an automated CIWQS-issued Notice of Applicability <br />email, confirming continuation of regulatory coverage under this General Order. All <br />regulatory coverage under previous Order 2006-0003-DWQ will cease on the Effective <br />Date of this Order. <br />An Enrollee continuing existing regulatory coverage is not required to submit a new <br />application package or pay an application fee for enrollment under this General Order. <br />The annual fee due date for continued regulatory coverage from previous <br />Order 2006-0003-DWQ to this General Order remains unchanged. <br />A previous Enrollee of Order 2006-0003-DWQ that fails to certify the Continuation of <br />Existing Regulatory Coverage form in the online CIWQS database by the Effective Date <br />of this Order is considered a New Applicant, and will not have regulatory coverage for <br />its sanitary sewer system(s) until: <br />A new application package for system(s) enrollment is submitted per section 2.2 <br />(Requirements for New Regulatory Coverage) below; and <br />• The new application package is approved per section 2.2.2 (Approval of Application <br />Package (For New Applicants Only)). <br />2.2. Requirements for New Regulatory Coverage <br />No later than 60 days prior to commencing and/or assuming operation and maintenance <br />responsibilities of a sanitary sewer system, a duly authorized representative that <br />ORDER 2022-0103-DWQ <br />December 6, 2022 <br />5 <br />
