STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />Hardcopy submittals to the State Water Board must be accompanied by the above <br />certification statement. <br />5.10. System Capacity <br />The Enrollee shall maintain the system capacity necessary to convey: (1) base flows <br />during dry weather conditions, and (2) wet weather peak flows consistent with <br />designated local historic storms. Design storms must take into account system -specific <br />stormwater contributions via inflow and infiltration, and location -specific depth of <br />groundwater and storm frequencies. The Enrollee shall implement capital <br />improvements to provide adequate hydraulic capacity to: <br />Meet or exceed the design criteria as defined in the Enrollee's System Evaluation <br />and Capacity Assurance element of its Sewer System Management Plan; and <br />Prevent system capacity -related spills, and adverse impacts to the treatment <br />efficiency of downstream wastewater treatment facilities. <br />5.11. System Performance Analysis <br />The Enrollee shall include a running 10-year system performance analysis in its Annual <br />Report. The analysis must include two CIWQS-generated graphs presenting the <br />following information: <br />Graph 1 — Total Spill Volume per Year: <br />X axis: A 10-year period which includes the current calendar year and the nine <br />previous calendar years; <br />Y axis: The total spill volume, per Spill Category, for each calendar year. <br />Graph 2 — Total Number of Spills per Year: <br />X axis: A 10-year period which includes the current calendar year and the nine <br />previous calendar years; <br />Y axis: The total number of spills, per Spill Category, for each calendar year. <br />The current calendar year is the calendar year covered in the Annual Report. <br />The Enrollee shall generate the graphs in CIWQS, using the existing data in the online <br />CIWQS Sanitary Sewer System Database at the following graph generation link: <br />(https://ciwqs.waterboards.ca.gov/ciwqs/readOnIV/PublicReportSSOServlet?reportActio <br />n=criteria&reportld=sso operation report). <br />5.12. Spill Emergency Response Plan and Remedial Actions <br />For Existing Enrollees (with regulatory coverage under Order 2006-0003-DWQ): <br />Within six (6) months of the Adoption Date of this General Order, the Enrollee <br />shall update and implement its Spill Emergency Response Plan, per Attachment D, <br />section 6 (Spill Emergency Response Plan) of this General Order. <br />ORDER 2022-0103-DWQ <br />December 6, 2022 <br />23 <br />
