STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />For New Enrollees: <br />Within six (6) months of the Application for Enrollment approval date, the Enrollee <br />shall develop and implement a Spill Emergency Response Plan, per Attachment D, <br />section 6 (Spill Emergency Response Plan) of this General Order. <br />The Enrollee shall certify, in its Annual Report, that its Spill Emergency Response Plan <br />is up to date. <br />The Spill Emergency Response Plan shall include measures to protect public health <br />and the environment. The Enrollee shall respond to spills from its system(s) in a timely <br />manner that minimizes water quality impacts and nuisance by: <br />• Immediately stopping the spill and preventing/minimizing a discharge to waters of <br />the State; <br />• Intercepting sewage flows to prevent/minimize spill volume discharged into waters of <br />the State; <br />• Thoroughly recovering, cleaning up and disposing of sewage and wash down water; <br />and <br />• Cleaning publicly accessible areas while preventing toxic discharges to waters of the <br />State. <br />5.13. Notification, Monitoring, Reporting and Recordkeeping Requirements <br />The Enrollee shall comply with notification, monitoring, reporting, and recordkeeping <br />requirements in Attachment E1 of this General Order. <br />5.13.1. Spill Categories <br />Individual spill notification, monitoring and reporting must be in accordance with the <br />following spill categories: <br />• Category 1 Spill <br />A Category 1 spill is a spill of any volume of sewage from or caused by a sanitary <br />sewer system regulated under this General Order that results in a discharge to: <br />o A surface water, including a surface water body that contains no flow or volume <br />of water; or <br />o A drainage conveyance system that discharges to surface waters when the <br />sewage is not fully captured and returned to the sanitary sewer system or <br />disposed of properly. <br />Any spill volume not recovered from a drainage conveyance system is <br />considered a discharge to surface water, unless the drainage conveyance <br />system discharges to a dedicated stormwater infiltration basin or facility. <br />ORDER 2022-0103-DWQ <br />December 6, 2022 <br />24 <br />
