STATEWIDE SANITARY SEWER SYSTEMS GENERAL ORDER <br />5.14. Electronic Sanitary Sewer System Service Area Boundary Map <br />For continuing enrollees, starting on July 1, 2025, and no later than <br />December 31, 2025: <br />For new enrollees — no earlier than July 1, 2025, or within 12 months of the <br />Application for Enrollment approval date, whichever date is later: <br />The Legally Responsible Official shall submit, to the State Water Board, geospatial data <br />detailing the locations of the Enrollee's sanitary sewer system service area boundary, <br />per the required content and specifications in section 3.8 (Electronic Sanitary Sewer <br />System Service Area Boundary Map) of Attachment E1 of this General Order, for each <br />system identified by a WDID number. <br />An Enrollee of a disadvantaged community that may need assistance developing an <br />electronic map to comply with this requirement, may contact State Water Board staff for <br />assistance at San itarVSewer(a)waterboards.ca. gov. <br />5.15. Voluntary Reporting of Spills from Privately -Owned Sewer Laterals and/or Private <br />Sanitary Sewer Systems <br />Within 24 hours of becoming aware of a spill (as described below) from a private sewer <br />lateral or private sanitary sewer system that is not owned/operated by the Enrollee, the <br />Enrollee is encouraged to report the following observations to the online CIWQS <br />Sanitary Sewer System Database at the following link: <br />https://ciwqs.waterboards.ca.gov: <br />• A spill equal or greater than 1,000 gallons that discharges (or has a potential to <br />discharge) to a water of the State, or a drainage conveyance system that discharges <br />to waters of the State; or <br />• Any volume of sewage that discharges (or has a potential to discharge) to surface <br />waters. <br />In the CIWQS module, the Enrollee is encouraged to identify: <br />• Time of observation; <br />• Description of general spill location (for example, street name and cross street <br />names); <br />• Estimated volume of spill; <br />• If known, general description of spill destination (for example, flowing into drainage <br />channel, flowing directly into a creek, etc.); and <br />• If known, name of private system owner/operator. <br />The CIWQS database will make the name and contact information of the entity <br />voluntarily reporting a private spill, accessible to State and Regional Water Board staff <br />only.
