Centennial Park Sports Lighting <br /> October 21, 2025 <br /> Page 2 <br /> light fixtures and poles designed and manufactured by Musco Sports Lighting, LLC, which <br /> is consistent with LED sports lighting equipment recently installed throughout the City's <br /> park system. The proposed lighting system includes a 25-year warranty, thereby reducing <br /> long-term maintenance cost. Additionally, the new lighting will offer better directional <br /> capabilities, minimizing light pollution for nearby resident homes while providing after- <br /> hours area lighting. <br /> The Centennial Park lighting improvements complement other major capital projects <br /> currently underway, including the lake renovation and the park expansion project, which <br /> will feature the City's first dog park. Collectively, these efforts represent a significant <br /> investment in the modernization and enhancement of the City's park system, furthering <br /> the City Council's commitment to providing high-quality recreational facilities for the <br /> community. <br /> Musco Sports Lighting, LLC has successfully completed multiple sports lighting projects <br /> throughout the City, including Memorial Park, Thornton Park, Dan Young Soccer <br /> Complex, George Upton All Access Playground and Basketball Courts, Santa Ana <br /> Stadium, and Santiago Park. For each of these projects, Musco has delivered on <br /> schedule, adapted to changing conditions, and provided energy-efficient systems that <br /> reduce maintenance needs while minimizing light spill into adjacent neighborhoods. Their <br /> responsiveness and collaboration with City staff have resulted in quality improvements <br /> that continue to serve the community well. <br /> Santa Ana Ordinance No. NS-3041 authorizes the City to utilize contracts from any public <br /> agency employing a competitive bid process. Sourcewell Contract No. 041123-MSL with <br /> Musco Sports Lighting, LLC was awarded as a result of open, competitive bidding and <br /> meets the City's requirements. As a result, staff recommends awarding an agreement to <br /> Musco Sports Lighting, LLC to provide LED sports lighting at Centennial Park (Exhibit 1). <br /> ENVIRONMENTAL IMPACT <br /> Pursuant to the California Environmental Quality Act (CEQA), the recommended actions <br /> are exempt from further review pursuant to Section 6103 of the CEQA Guidelines for <br /> projects consisting of the construction of new sports lighting. The proposed project <br /> continues to meet these parameters of the CEQA Guidelines and Categorical Exemption <br /> Environmental Review No. ER-2025-97 will be filed for Project 26-6007 (Exhibit 2). <br /> FISCAL IMPACT <br /> Funds are available for expenditure in the Fiscal Year 2025-26.
