Glines House (1804 N. Greenleaf Street) <br /> <br /> <br />RECOMMENDED ACTION <br /> <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2025-03 as conditioned. <br /> <br />EXECUTIVE SUMMARY <br /> <br />Jason and Anais Beith are requesting approval of Historic Exterior Modification Application <br />(HEMA) No. 2025-03 for the property addressed as 1804 N. Greenleaf Street, which is a <br />contributing property to the National Register-listed Floral Park Historic District. The <br />property is not listed individually on the Santa Ana Register of Historic Properties, or any <br />other historic register. However, the Floral Park Historic District was listed on the National <br />Register on February 10, 2023, and, as such, 1804 N. Greenleaf Street meets the <br />definition of “historic property” pursuant to Santa Ana Municipal Code (SAMC) Section <br />30-1.5. Specifically, Section 30-1.5 states that a property “listed on the federal, state or <br />local register of historical properties” qualifies as a “historic property” for the purposes of <br />SAMC Chapter 30. <br /> <br />Furthermore, pursuant to Section 30-6 of the SAMC, exterior modifications to a historic <br />property are subject to the approval of the Historic Resources Commission (HRC), except <br />types of modifications the HRC has identified as subject only to administrative review. <br />HRC guidance specifies that major modifications to a historic property are subject to <br />commission review and minor modifications to administrative review. The proposed <br />project consists of major modifications, including the removal and replacement of <br />windows, and is therefore subject to HRC approval. <br /> <br />Specifically, the request is to allow exterior modifications to the residence consisting of a <br />second-story rear addition to the residence and legalize unpermitted work on the <br />residence and detached garage. Construction of the second-story addition will involve the <br />removal of the rear hipped portion of the roof and construction of a taller gabled roof. New <br />hung and awning type wood-sash windows will be added to the stucco clad exterior, and <br />three unpermitted vinyl windows will be replaced with wood hung and awning type wood <br />sash windows.
