That the <br />addition is generally obscured from public view lessens the <br />proposed addition’s visual impact on the historical integrity of <br />the building. <br /> <br />The pergolas and rear deck proposed for legalization are <br />differentiated from the house by their essentially utilitarian <br />design and commonplace materials. They are of an <br />appropriate scale for the residence. <br /> <br />The garage has incurred multiple changes requiring <br />legalization, including those involving the front parapet, wall <br />cladding, pergola, and accordion doors. However, it could not <br />be conclusively determined whether historic materials have <br />been lost as a result of these changes. In any case, the <br />garage retains an unobtrusive, generally utilitarian <br />appearance consistent with the character of a detached <br />garage and is, therefore, compatible with the property as a <br />whole. <br /> <br />vii. If the second-story addition were removed in the future, the <br />essential form and integrity of the subject property could be <br />impaired; however, the east façade would remain unchanged <br />as would many of the character defining features of the <br />property including the bay window, original windows, stucco <br />wall cladding, chimneys, gable vents, and high-pitched roof. <br />The unpermitted pergolas and deck are superficially attached <br />to the residence. Their removal could be undertaken with <br />minimal changes to the residence. Therefore, the project <br />complies with Standard No. 10. <br /> <br />viii. Standards 4, 7, and 8 are not applicable. No features of this <br />description would be affected by this Project. <br /> Section 2. In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review under Section 15331 of the CEQA <br />Guidelines, Class 31 – Historical Resource Restoration/Rehabilitation, as this action is <br />designed in a manner consistent with the Secretary of the Interior’s Standards. Based on <br />this analysis, a Notice of Exemption, Environmental Review No. 2025 -81, will be filed for <br />this project. <br /> Section 3. The Historic Resources Commission of the City of Santa Ana, after <br />conducting the public hearing, hereby approves the Certificate of Appropriateness for <br />Historic Exterior Modification Application No. 2025-03, as conditioned in Exhibit B, <br />attached hereto and incorporated herein.
