CITY OF SANTA ANA <br /> B. GENERAL SERVICE/MODEL: <br /> 1. Furnish up to twenty (20) HVM Mobile Barrier Kits inclusive of barriers and trailers. Each kit shall <br /> consist of a drop deck trailer specially designed for six (6) or more barriers, and necessary <br /> accessories to successfully deploy. Each HVM Mobile Barrier Kit should cover at least 35 linear <br /> feet. <br /> 2. United States Department of Homeland Security Safety Act compliant. <br /> 3. Certified as Qualified Anti-Terrorism Technology(QATT). <br /> 4. Crash test certified to U.S. Department of Defense (DOD) <br /> C. BARRIER STANDARD FEATURES: <br /> 1. Barrier kits to be rapidly deployable unanchored on roadways and hard surfaces. <br /> 2. Shall be designed for one-person deployment and positioning of barriers. <br /> 3. Barriers to be capable of connecting in sets of two(2) or more units to any desired lengths. <br /> 4. Barrier kits to be designed to permit pedestrian and emergency vehicle access. <br /> 5. Constructed of American Society for Testing and Materials (ASTM) A36 steel with ballistic-rated <br /> front plate and back gusset. <br /> 6. Certified stopping power with ASTM. <br /> 7. To have provisions for installation of informational signage atop barriers. <br /> D. TRAILER STANDARD FEATURES <br /> 1. Each trailer shall be capable of hauling six(6) or more of the above described HVM barriers. <br /> 2. Frame to have tubular chassis with incorporated wheel wells for fender less design. <br /> 3. Trailer to provide ground level loading and unloading while disconnected from tow <br /> vehicle. <br /> 4. Deck shall be capable of hydraulically raising/lowering and remain level throughout deck's travel. <br /> 5. Deck shall automatically lock when raised fully in travel position for additional safety <br /> while towing. <br /> 6. To be capable of loading/unloading while disconnected from tow vehicle. <br /> 7. E-track to be installed on the side rails of the trailer. <br /> 8. Utility compartment to house 12-volt deep cycle battery, 12-volt direct current(VDC) <br /> hydraulic tank/pump and controls/remote controls. <br /> 9. There shall be a solar battery charger mounted to utility compartment lid for onboard <br /> battery charging. <br /> 10. Equipped with Manufacturer recommended hydraulic pump for longevity. <br /> 11. Equipped with Manufacturer recommended cylinder to operate efficiently with the load rating. <br /> 12. Deck to be remote controlled to raise by operation of hydraulic motor/pump and <br /> lowered through hydraulic gravity return. <br /> 13. Equipped with manufacture recommended axles to fit application with electric brakes. <br /> 14. Shall be equipped with two (2) adjustable safety chains. <br /> 15. Trailer connection to be 7-pin RV style plug. <br /> 16. Equipped with conspicuity tape, both sides, rear and tongue as per Department of <br /> Transportation (DOT) and NHSTA standards: <br /> o Two(2) pairs of rear upper body markings. <br /> o One(1)continuous bumper bar marking. <br /> o One(1) continuous rear lower body marking. <br /> o Two(2) continuous side markings. <br /> 17. Lighting shall be Interstate Commerce Commission (ICC) & Department of <br /> Transportation (DOT): <br /> o Two(2) stop/brake lights. <br /> o Two(2)tail lights. <br />
