PROPOSED WORK PLAN <br /> DTSA Services has read and reviewed the Scope of Services in the Request for Proposals No. 25-097 for <br /> the Downtown Santa Ana Clean & Safe Team. We are fully prepared and capable of delivering all <br /> requested services. <br /> Anticipated Approach <br /> DTSA Services is ready to begin providing Clean & Safe services on or about March 1, 2026.The following <br /> outlines the deliverables and the implementation plan. <br /> Description of Deliverables and Implementation Plan <br /> 1. Staffing <br /> DTSA Services will deploy a team of experienced personnel, many of whom are proud local residents.This <br /> team, equipped with proper uniforms, equipment, and supplies, will ensure the cleanliness and safety of <br /> Downtown Santa Ana. Sufficient staff levels will work daily from 7:00 AM-to 9:00 PM and will respond to <br /> any calls for service within 5-10 minutes. <br /> The DTSA Services manager will be on-site full-time from 8:00 AM to 5:00 PM, Monday through Saturday, <br /> and will respond in person within five minutes to any calls for service. This immediate response ensures <br /> prompt issue resolution and provides a visible, reliable presence. The manager will also be accessible <br /> after hours in case of emergency or urgent matters. <br /> The DTSA Services manager will: <br /> • Participate in the planning stages of all Downtown Santa Ana events and provide logistical support. <br /> • Attend all required meetings at City Hall or other designated locations. <br /> The manager is based in a leased Downtown Santa Ana office and supervises the team daily. He is also <br /> present during all downtown events and personally oversees cleanup and street closure operations. <br /> DTSA Services staff will always be ready to distribute flyers promoting the City of Santa Ana's programs, <br /> events, and initiatives. <br /> 2. Security Guard Oversight <br /> The DTSA manager brings extensive experience in supervising the Downtown Santa Ana security team. <br /> DTSA Services will be responsible for procuring, hiring, compensating, and overseeing a security guard <br /> company for the duration of the contract. The security guard schedule will follow the hours and staffing <br /> levels outlined in the Scope of Services. <br /> DTSA Services will provide the following security oversight services: <br /> • Develop and adjust security guard schedules as needed. <br /> • Assign patrol zones. <br /> • Meet with security guards daily and brief them on the previous day's developments. <br /> • Provide instructions for follow-up actions. <br /> • Identify priority areas requiring attention. <br /> • Wall<the district daily to monitor performance. <br /> • Review and follow up on daily reports. <br /> • Serve as the ongoing point of contact for merchants requesting security services. <br /> • Communicate directly with businesses, residents, event organizers, and other DTSA members on <br /> security needs. <br /> • Coordinate with Downtown Santa Ana police officers on any incidents. The team will follow a strict <br /> protocol, including immediate reporting to the police and thorough documentation for future <br /> reference. <br /> 06 <br />
