Bristol Street and Memory Lane Intersection Improvements <br />February 17, 2026 <br />Page 3 <br />least a 12 month delay with no guarantee that a new application would be awarded. In <br />order to complete and deliver the project under current market conditions, an additional <br />$359,598 in local funds is necessary to cover the difference. <br />Project Advertisement and Contractor Procurement <br />To provide local vendors with an opportunity to submit bids, the City notified 88 regional <br />vendors via PlanetBids, many of whom are Santa Ana -based. Furthermore, staff <br />specifically contacted Santa Ana vendors to encourage their participation in bids. A <br />total of three (3) bids were received. No bids were received from Santa Ana contractors. <br />As required by law, a Notice Inviting Bids was advertised in the Orange County Register <br />on October 10, 2025, and October 14, 2025. The project was also advertised in <br />PlanetBids from October 1, 2025, to October 17, 2025. Bids were received electronically <br />via PlanetBids on October 17, 2025. Based on the bid analysis and a <br />contractor's reference check, staff recommends awarding the construction contract to <br />Excel Paving Co. (Exhibit 3). <br />Excel Paving Co. has performed work as a prime contractor in the City of Santa Ana in <br />the past five (5) years, including projects such as West Willits Protected Bike Lanes, <br />Safe Routes to School at Davis Elementary, and Miscellaneous Storm Drain Repairs. <br />The contractor satisfactorily completed these projects, and staff recommends awarding <br />the construction contract to Excel Paving Co. (Exhibit 3) <br />Proiect Delive <br />To deliver a complete project, the estimated total project delivery cost includes a budget <br />allocation for construction administration, inspection, and testing, in addition to the <br />construction contract. Construction administration and inspection may be performed by <br />either Staff or consultants and includes construction management; inspection of the <br />Contractor's work to ensure contract compliance, workmanship, and quality; materials <br />
