Bristol Street and Memory Lane Intersection Improvements <br />February 17, 2026 <br />Page 2 <br />DISCUSSION <br />The Bristol Street and Memory Lane Intersection Improvements Project (No. 17-6883) <br />will add a new right -turn pocket in the southbound travel lane of Bristol Street, north of <br />Memory Lane. Proposed intersection improvements include relocating curb/gutter, <br />sidewalk, driveway approaches, and public/private utilities along a 350 foot section to <br />accommodate the new right -turn pocket on south bound Bristol Street, north of Memory <br />Lane. Once completed, these improvements will complement recently completed <br />improvements from Memory Lane to Santa Clara Avenue resulting in a completed <br />intersection, enhancing the roadway capacity, ride quality, and visual appearance of the <br />Bristol Street corridor. The proposed Bristol Street and Memory Lane intersection <br />improvement project is the last remaining corridor improvement project that will finalize <br />and complete the Bristol Street Widening Project initiated in January of 2000. <br />Project History <br />The Bristol Street Widening Project was planned as a long-term Capital Improvement <br />Project to be completed in multiple phases as funding becomes available. The initial <br />phases (Phases 1 and 2) were completed in 2002 and included improvements from St. <br />Andrew Place to McFadden Avenue and from Elm Street to Memory Lane. Since then, <br />additional enhancements have been completed at key intersections, including Bristol <br />Street and Warner Avenue, Bristol Street and 171 h Street, as well as segments between <br />McFadden Avenue and Civic Center Drive, and from Washington Avenue to 18th Street. <br />On September 17, 2024, the City Council approved the construction contract award for <br />Bristol Improvements Phase 3, covering Civic Center Drive to Washington Avenue, which <br />is near completion. On March 4, 2025, the City Council approved the construction contract <br />award for Bristol Street Improvements Phase 4, covering Warner Avenue to St. Andrew <br />Place, and is currently under construction. With the approval of this final project and the <br />current construction of Phase 3 and Phase 4 well underway and on schedule, Staff <br />anticipates that the Bristol Street Widening Project that was initiated by the City in 2000 <br />will be completed by December 2026. <br />Grant Funding <br />This project was funded through a matching grant program. At the time of application in <br />2023, the total estimated project cost was $2,002,640, with 75% ($1,501,900) requested <br />from and awarded by the Orange County Transportation Authority (OCTA) under the <br />Measure M2 Comprehensive Transportation Funding Program (CTFP), and 25% <br />($500,740) provided as the required local match. The City received the full amount <br />requested from OCTA. <br />As reflected in the results of the competitive bidding process, the project's actual total <br />delivery cost is $2,362,238, due to market conditions. The OCTA grant amount is <br />capped at the awarded level; per OCTA guidelines, pursuing additional funding would <br />require canceling the existing award and reapplying the following grant cycle, adding at <br />
