Purchase Order for Traffic Signal Control Devices <br />February 17, 2026 <br />Page 2 <br />5 <br />5 <br />7 <br />1 <br />Traffic devices frequently require replacement due to aging infrastructure, equipment <br />malfunctions, collisions, or the implementation of engineering safety improvements. <br />When a device is compromised, it must be replaced as quickly as possible to minimize <br />impacts to public safety and mobility. Furthermore, these devices are specialized and <br />must be replaced on a like-for-like basis to maintain system compatibility, as they are <br />installed and operated in conjunction with existing infrastructure and designed to function <br />with equipment from the same manufacturers. Continued use of the same product line <br />supports operational consistency, reduces training and maintenance costs, ensures <br />reliable system performance, and promotes efficient long-term asset management. <br />To support the operation and maintenance of these systems, staff requires access to a <br />wide range of traffic signal control devices, electrical materials, supplies, and <br />components. Given the challenges associated with aging infrastructure, staff proactively <br />maintains an inventory of essential supplies at the City’s Corporate Yard to support both <br />routine maintenance and emergency repairs. This level of preparedness helps minimize <br />service disruptions and ensures timely responses to infrastructure issues. <br />In the last three years, the City has spent an average of $170,000 annually on traffic <br />signal control devices and staff recommends increasing the total contract not to exceed <br />limit to $200,000 annually to account for the rising costs of electrical components and <br />devices. The proposed contracts enable staff to obtain traffic signal control devices and <br />supplies from multiple vendors, ensuring access to necessary products at competitive <br />prices. <br />Santa Ana Municipal Code, Section 2-807(a), authorizes the City to make non-bid <br />purchases of supplies, materials, and equipment whenever it shall appear that there is <br />only one reasonably available source. Staff researched available procurement options <br />and product offerings in the market and determined that the traffic signal control devices <br />offered by AM Signal, LLC, Econolite Control Products, Inc., NexTech Systems, Inc., and <br />Western Systems, Inc. meet the City’s specifications. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funding is available in the current FY 2025-26 budget. The purchase order contracts <br />cover one year and include up to four, one-year renewal options. Year 1 costs span two <br />fiscal years and will be incurred in FY 2025-26 and FY 2026-27. Funding for any renewal <br />years will be included in proposed budgets for City Council consideration. The table below <br />shows the first-year and subsequent year allocations, if exercised.
