<br />Housing Production <br />Santa Ana faces issues such as adapting to changing housing market conditions, meeting <br />state-mandated regional housing needs and goals, furthering quality housing and <br />neighborhoods, accommodating social and economic diversity, assisting residents with <br />special housing needs, and supporting the City-term economic development. The <br />Housing Element establishes a vision, goals, policies, and programs to address these <br />issues. This section highlights the various efforts completed in 2025 toward realizing <br />those goals and implementing the listed programs and actions. The complete Housing <br />Element Annual Progress Report is organized as a separate document (Attachment B) <br />with the required data and in the format required by state law. <br /> Regional Housing Needs Allocation <br />The Cregional housing needs allocation (RHNA), determined by the Southern <br />th <br />California Association of Governments (SCAG), is 3,137 housing units for the 6 cycle <br />20212029 planning period. Within this housing goal, the City is required to plan for four <br />income and affordability goals: very low, low, moderate, and above moderate. The C <br />RHNA by affordability level is 606 units of housing affordable to very low-income <br />households, 362 units of housing affordable to low-income households, 545 units of <br />housing affordable to moderate-income households, and 1,624 units of housing <br />affordable to above-moderate income households. <br /> Permits Issued <br />There were a total of 316 building permits issued for new housing units in Santa Ana in <br />2025, of which 81 housing units are affordable to very low-income and 101 to low-income <br />households, respectively. With the issuance of these permits, the City is on pace to <br />exceed its RHNA in all unit categories by the end of the planning period. <br />tƩƚŭƩĻƭƭ ƚǞğƩķƭ ЋЉЋЊΏЋЉЋВ wIb!
