SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />sufficient height, slope ratio, and underlying geologic conditions that can result in liquefaction.) <br />Impacts would be less than significant. <br />• Landslide: The site is not located within a designated area where previous occurrence of <br />landslide movement or local topographic, geological, geotechnical, and subsurface water <br />conditions occurred. The site is flat and is not located near slopes that would be susceptible to <br />landslides. Impacts from landslides would be less than significant. <br />• Subsidence: According to the 2021 Recirculated PEIR, the areas of the City most susceptible <br />to subsidence are the margins of the Santa Ana River and Santiago Creek; however, these <br />areas are approximately 4 miles west of the project site. Further, the proposed project would <br />not include large structures that would pose a hazard in the event of a seismic event related to <br />unstable soils, and the proposed solar shade structures would be constructed consistent with <br />seismic design requirements of the 2022 CBC. Impacts would be less than significant. <br />d) Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building <br />Code (1994), creating substantial direct or indirect risks to life or property? <br />Less than significant impact. The 2021 Recirculated PEIR notes that there is some potential for <br />expansive soils throughout the City, especially in areas where clays and elastic silts may be present, <br />including alluvial soils and weathered granitic and fine-grained sedimentary rocks.37 As described <br />above, the proposed project would not include large structures that would pose a hazard in the event <br />of a seismic event related to unstable soils and largely consists of repaving an existing parking lot. <br />Additionally, the proposed solar shade structures would be constructed consistent with seismic design <br />requirements of the 2022 CBC. Impacts would be less than significant. <br />e) Have soils incapable of adequately supporting the use of septic tanks or alternative <br />wastewater disposal systems where sewers are not available for the disposal of <br />wastewater? <br />No impact. The proposed project does not propose the use of septic tanks; therefore, no impacts to <br />soils due to the use of septic systems would occur. <br />f) Directly or indirectly destroy a unique paleontological resource or site or unique <br />geologic feature? <br />Less than significant impact. The project site is located on the Tustin Plain, which is situated on <br />younger alluvium deposits (Qya)" comprised of a variety of unconsolidated and interbedded mud, <br />sand, and gravel which were transported and deposited from repeated flooding of streams composed <br />of headwaters in the Peninsular Ranges that are continuously transported gradually today and have a <br />37 City of Santa Ana. 2021.
