SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />project site containing a solar panel shade structure above the EV charging stations and associated EV <br />charging stalls. Although the project site is outside of any areas susceptible to liquefaction, it is in <br />proximity to such areas. The only proposed structures on the project site that may be affected by <br />seismic events are the proposed solar shade structures, which, as discussed above, would be <br />constructed consistent with seismic design requirements of the 2022 CBC. As such, impacts related to <br />seismic -related ground failure, including liquefaction, would be less than significant. <br />iv) Landslides? <br />No impact. The project is located on a relatively flat site that is surrounded by existing development <br />and not located adjacent to any hills or steep slopes. According to the 2021 Recirculated PEIR, there <br />is the potential for slope failure and landslides to occur near the banks of the Santa Ana River or <br />Santiago Creek; however, these areas are approximately 4 miles west of the project site. As such, <br />there no impacts would occur.33 <br />b) Result in substantial soil erosion or the loss of topsoil? <br />No impact. The project site is an existing gravel parking lot, which would be paved as part of the <br />implementation of the proposed project. Accordingly, the proposed project would not result in the <br />potential for soil erosion or loss of topsoil. As such, there would be no impact. <br />c) Be located on a geologic unit or soil that is unstable, or that would become unstable <br />as a result of the project, and potentially result in on- or off -site landslide, lateral <br />spreading, subsidence, liquefaction or collapse? <br />Less than significant impact. The following analysis is based on the 2021 Recirculated PEIR, the <br />General Plan Safety Element, and data from the CGS.14,11,11 <br />• Liquefaction or Collapse: The project site is located outside of a liquefaction zone, with the <br />closest being approximately 0.2 mile south. As discussed above, the proposed project would <br />not include large structures that would pose a hazard in the event of a seismic event related to <br />unstable soils. Additionally, the proposed solar shade structures would be constructed <br />consistent with seismic design requirements of the 2022 CBC. Impacts would be less than <br />significant. <br />• Lateral Spreading: As discussed in the response to liquefaction (see above) the site is not <br />located in a liquefaction hazard area. The project site is in a relatively flat urbanized area and is <br />not in the vicinity of slopes that would be susceptible to liquefaction (slope areas that have <br />33 City of Santa Ana. 2021.
