SANTA ANA REZONE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />noise level exceeds the third noise limit category, the maximum allowable noise level under that <br />category shall be increased to reflect the maximum ambient noise level. <br />Municipal Code Section 18-314 notes that noise sources associated with construction, repair, <br />remodeling, or grading of any real property are exempt from the noise performance standards of the <br />Municipal Code, provided said activities do not take place between the hours of 8:00 p.m. and 7:00 <br />a.m. on weekdays, including Saturday, or any time on Sunday or a federal holiday. <br />Impact Analysis <br />Would the project result in: <br />a) Generation of a substantial temporary or permanent increase in ambient noise <br />levels in the vicinity of the project in excess of standards established in the local <br />general plan or noise ordinance, or applicable standards of other agencies? <br />Short-term Construction Impacts <br />Less than significant. For purposes of this analysis, a significant impact would occur if construction <br />activities would result in a substantial temporary increase in ambient noise levels in excess of the <br />City's established standards applicable to construction noise. <br />The Municipal Code establishes allowable hours and noise standards for construction activities and <br />equipment. Construction activities, including the operation of any tools or equipment used in <br />construction, are restricted between the hours of 7:00 a.m. and 8:00 p.m. Monday through Saturday; <br />construction activities are prohibited on Sundays and federal holidays. <br />In addition, while the City has not established quantitative noise level thresholds for construction <br />activities, this analysis uses the noise limits established by the Federal Transit Administration (FTA) to <br />determine substantial temporary increase due to construction noise. The FTA identifies construction <br />noise limits in the Transit Noise and Vibration Impact Assessment Manual. During daytime hours, a <br />significant temporary increase would be an increase in excess of the average daily noise levels of 80 <br />dBA Leq(8-hour) as measured at a receiving noise -sensitive land use. <br />Noise impacts from construction activities associated with the project would be a function of the noise <br />generated by construction equipment, equipment location, sensitivity of nearby land uses, and the <br />timing and duration of the construction activities. <br />Construction Traffic Noise <br />Haul truck trips, construction worker vehicle trips, and other construction -related trips would occur <br />over the course of the proposed project's construction. Haul truck trips typically have the greatest <br />potential to result in substantial off -site noise increases along nearby roadways.
