D. Discretion to Provide Severance Pay. The City Manager retains the discretion to <br />provide up to six (6) months of severance pay equal to their monthly CalPERS reportable <br />income plus the value of all City provided pension and medical benefits to any Executive <br />Management (EM) employee who is terminated without cause or subject to lay off from <br />City employment. <br />
