Subject: Confirmation of Discussion Regarding Agenda Placement
Dear Council Phil Bacerra, Mayor and other council members
Thank you for meeting with me today and taking the time to discuss the concerns affecting our
families and community. I appreciate the opportunity to explain the circumstances and the
serious issues involved.
During our discussion, I was informed that the matter would not be placed on a City Council
agenda, and that the City would not be able to address the issue at the municipal level.
For clarity, I want to reiterate that while we understand any pending eviction proceedings are
being addressed through the Superior Court of California, the concerns raised extend beyond
private litigation and involve broader issues that affect public welfare, including:
• documented housing and code compliance concerns
• multiple households and families affected
• children and vulnerable residents residing at the property
• risk of displacement and potential homelessness
• public safety and community stability considerations
Because these issues impact residents and families within the community, they raise legitimate
public safety and housing concerns that fall within the regulatory and enforcement
responsibilities of the City.
Additionally, statements indicating that the matter cannot be placed on a council agenda raise
concerns regarding transparency and public participation under the Ralph M. Brown Act, which
is intended to ensure that matters affecting the public may be raised and addressed in an open
forum.
This correspondence is not intended to request interference with judicial proceedings, but rather
to respectfully request that the broader public safety and housing implications affecting families
in the community be acknowledged and reviewed within the City's authority and consistent with
applicable open meeting laws.
Thank you again for taking the time to meet and discuss these concerns.
Respectfully
Karla Alvarado
