Eviction Process <br /> Ms. Castellanos' refusal to pay the rent owed for January and February has gravely impacted Mr. Higareda and my <br /> family financially,to the point where they themselves have fallen behind on their own bills and financial obligations. <br /> As a result, Mr. Higareda issued Ms. Castellanos a Three-Day Notice to Pay or Quit.After Ms. Castellanos ignored the <br /> notice entirely, Mr.Higareda had no other option but to pursue a lawful and standard eviction process. <br /> Once Mr. Higareda initiated this process,property owner Constantino Venegas Castorena contacted him and asked <br /> to meet with him and my family at a local McDonald's restaurant to discuss Ms. Castellanos and how he could <br /> allegedly help remove her from the home. <br /> Due to the ongoing harassment and intimidation Mr. Higareda and my family had already experienced from Mr. <br /> Venegas over the years, Mr. Higareda declined the meeting. Following this refusal, Mr. Venegas escalated his <br /> harassment toward Mr.Higareda and my family. <br /> Mr. Higareda and his family have strong suspicions that Mr. Venegas may be utilizing individuals connected to the <br /> City of Santa Ana to continue or facilitate this harassment. <br /> Constantino's Harassment <br /> Mr.Higareda and my family have endured ongoing harassment from Mr.Constantino Venegas Castorena since 2019 <br /> —a period now spanning approximately seven years. <br /> These actions have included,but are not limited to,appearing at the property and attempting to enter the premises <br /> without proper notice, utilizing surrounding neighbors to surveil and harass the family by recording or <br /> photographing them — including minor children — failing to repair or maintain necessary items within the home, <br /> repeatedly filing complaints with the City of Santa Ana and contacting the Santa Ana Police Department without <br /> cause, continuing harassment through phone calls and text messages,and approaching Mr. Higareda's wife and son <br /> in an intimidating manner when Mr.Higareda was not present. <br /> On multiple occasions, Mr. Venegas' actions resulted in police being called to the property so frequently that one <br /> responding officer informed Mr. Higareda that the conduct by the owner and surrounding neighbors constituted <br /> harassment. The officer left my family a card identifying himself as Officer Mondragon,Badge#3893. <br /> Additionally, city officials have visited Mr. Higareda's residence numerous times due to complaints that had been <br /> filed against him. These reports and inspections ultimately resulted in more than $1,700 in penalties being issued <br /> against Mr.Higareda. <br /> One of the most severe retaliatory actions taken by Mr.Venegas occurred when he abruptly increased my family's <br /> rent by $500 from one month to the next. When notified of this increase, Mr. Higareda sought assistance directly <br /> from the City of Santa Ana under the Rent Stabilization and Just Cause Eviction Ordinance. Unfortunately, Mr. <br /> Higareda felt that his attempts to seek help and protection under the city's tenant protection policies were ultimately <br /> ignored. <br /> February 12, 2026 <br /> On this date,between approximately 5:00 and 5:30 p.m., Mr. Higareda received a phone call from an individual who <br /> identified himself as Mark Flores,claiming to be a representative of the City of Santa Ana. <br /> 5 <br />
