During the call, Mr. Flores referred to Mr. Higareda by the nickname "Pepe" and stated he was calling on behalf of <br /> Constantino Venegas.As the conversation progressed,Mr.Flores informed Mr.Higareda that he and my family were <br /> not to bother Brenda Castellanos because she was paying rent and had a verbal contract with"Pepe." <br /> Mr. Higareda clarified that Ms. Castellanos had in fact not been paying rent.A family member then intervened in the <br /> call and asked Mr. Flores why he was referring to Mr. Higareda as "Pepe," and also asked what complaint Ms. <br /> Castellanos had made against my family. <br /> Mr. Flores stated that the details of the complaint were confidential and refused to provide further clarification. Mr. <br /> Higareda and my family were left confused as to why such a call would be made in an accusatory tone without <br /> providing any information regarding the complaint. Mr. Flores then declined to answer additional questions and <br /> abruptly ended the call. <br /> It should also be noted that the only person who commonly refers to Mr.Higareda as"Pepe,"aside from close friends <br /> and family,is Mr.Venegas himself. Mr. Higareda has never introduced himself to any City of Santa Ana official using <br /> that nickname. <br /> February 27, 2026 <br /> After attempting to report these matters to the City of Santa Ana on numerous occasions, Mr. Higareda was <br /> eventually granted an in-person appointment to speak with Maricela Marquez. <br /> When Mr. Higareda arrived for the appointment, he was greeted by an individual identified as "Saul," who <br /> immediately addressed him as"Pepe."Mr.Higareda again became confused as to how city staff had obtained or were <br /> using this nickname,as he had never used that name when signing in or communicating with city officials. <br /> Despite this confusion, Mr. Higareda remained at the appointment in hopes of receiving assistance. However,one of <br /> the first questions Saul asked Mr. Higareda was,"Are you Mexican?" <br /> Perplexed, Mr. Higareda questioned what relevance that had to the situation. As he attempted to explain the <br /> circumstances he and his family were facing, Saul interrupted him and told him that if he was not satisfied with the <br /> situation at the home,he could simply move out. <br /> Mr. Higareda left the City of Santa Ana that day feeling discouraged and defeated. <br /> Current Situation <br /> As of March 7, 2026, Ms. Castellanos remains delinquent on the agreed monthly rent of$1,200 for the months of <br /> January, February, and March. <br /> Because Mr. Higareda and my family relied on Ms. Castellanos' rent contribution in order to meet the full rental <br /> payment owed to Mr.Venegas,they were unable to pay the entire amount owed to the property owner. <br /> In good faith,Mr.Higareda and my family provided Mr.Venegas with the rent amount minus Ms.Castellanos'portion <br /> and explained the situation,including that Ms.Castellanos had informed them she had a separate agreement directly <br /> with Mr.Venegas and that any questions should be directed to him. <br /> Only a few days later,today March 7,2026,Mr.Venegas served Mr.Higareda and my family with a Three-Day Notice <br /> served by himself directly saying"THE CITY WANTED ME TO GIVE THIS TO YOU". <br /> Conclusion and Request for Assistance <br /> 6 <br />
