Mr.Higareda and my family respectfully request that the City of Santa Ana review and investigate the circumstances <br /> described above under the protections provided by the City's Rent Stabilization and Just Cause Eviction Ordinance. <br /> The ordinance was enacted specifically to protect tenants from harassment,retaliation,and unlawful displacement. <br /> Based on the conduct described, Mr. Higareda and my family believe they may have been subjected to retaliatory <br /> actions,intimidation,and interference that undermine the intent and protections of the ordinance. <br /> Additionally, the property owner, Mr. Constantino Venegas Castorena, owns multiple residential properties within <br /> the City of Santa Ana. Under the Rent Stabilization and Just Cause Eviction Ordinance, rental units are required to <br /> be properly registered with the City. Mr. Higareda and my family respectfully request confirmation as to whether <br /> Mr. Venegas has properly registered all of his rental properties, including the property located at 1002 Virginia <br /> Ave. The properties he owns are the following: <br /> - 2118 Candis Ave,Santa Ana CA 92705 <br /> - 926 Virginia Ave,Santa Ana CA 92706 <br /> - 1002 Virginia Ave,Santa Ana CA 92706 (Tenant Occupied by Mr.Higareda) <br /> It is also important to note that the home Mr. Higareda currently occupies is located immediately next to another <br /> property that Mr. Venegas recently purchased. Mr. Higareda and my family believe that the escalating harassment <br /> and pressure they are experiencing may be motivated by Mr.Venegas'desire to remove them from the property so <br /> that both homes can be converted into higher-priced room rentals or used for other purposes,including suspected <br /> illegal dog breeding activity. <br /> What makes this situation particularly troubling is that Mr.Venegas was the individual who initially approached Mr. <br /> Higareda years ago and asked him to move into the property to help prevent it from being lost to foreclosure. Mr. <br /> Higareda and my family acted in good faith and helped stabilize the home during that time. Today, after years of <br /> tenancy, they are instead facing escalating harassment, surveillance by neighbors acting on behalf of the owner, <br /> repeated reports to city officials,police calls,and now the threat of eviction. <br /> Mr. Higareda and my family are simply asking the City of Santa Ana to review this situation carefully, enforce the <br /> tenant protections established under the Rent Stabilization and Just Cause Eviction Ordinance, and ensure that the <br /> law is applied fairly and without bias. We are seeking transparency, accountability, and protection from ongoing <br /> harassment so that my family—including tthe children—can live in peace and stability within their home. <br /> Furthermore,the circumstances described above illustrate a broader concern regarding the imbalance that can <br /> occur when landlord misconduct goes unchecked. Abuse of tenants by property owners is not always a single <br /> isolated event; rather,it is often ongoing and can escalate over time when there is no meaningful intervention or <br /> accountability. Situations such as this demonstrate how vulnerable families can become when the protections <br /> established by law are not actively enforced. <br /> The City of Santa Ana has taken important steps by adopting the Rent Stabilization and Just Cause Eviction <br /> Ordinance with the clear intent of protecting tenants from harassment,retaliation,and unjust <br /> displacement. However,laws designed to protect residents must be supported by consistent enforcement.Without <br /> enforcement,the protections intended by the ordinance risk becoming ineffective for the very residents they were <br /> meant to protect. <br /> Just as there are responsible and ethical landlords who follow the law,there are also landlords who may attempt to <br /> circumvent or abuse the system; possibly in the way Mr.Venegas may not have disclosed all the property he owns <br /> in the city to the city. Similarly,while there are tenants who may violate their obligations,there are also tenants <br /> who act responsibly and in good faith. Mr. Higareda and my family fall into the latter category. They have lived at <br /> the property for several years,have attempted to resolve conflicts through lawful means,and have made every <br />
