Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 9 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 7, 2026 <br />TOPIC: Golf Course Equipment <br />AGENDA TITLE <br />Purchase Order to River View Golf, LLC for Existing River View Golf Course Equipment <br />in Connection with the River View Golf Course Management Transition (General Fund) <br />RECOMMENDED ACTION <br />Authorize a Purchase Order to River View Golf, LLC for the existing River View Golf <br />Course equipment in an amount not to exceed $154,825. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />As part of the City’s transition of operations at River View Golf Course to Santa Ana Golf, <br />LLC (a wholly owned subsidiary of CourseCo, Inc.), staff evaluated the existing golf <br />course equipment to ensure uninterrupted golf course maintenance and operations upon <br />the operational transition on May 1, 2026. <br />The current operator has offered to sell the existing golf course equipment fleet “as-is” <br />for $154,825. Staff, in coordination with the incoming management company CourseCo, <br />industry equipment vendors including Toro representatives, and additional outreach to <br />equipment suppliers and industry professionals, reviewed the equipment inventory and <br />market resale benchmarks to confirm that the agreed-upon sale price reflects fair market <br />value. <br />The estimated replacement cost for a comparable new equipment fleet is approximately <br />$1.9 million to $2.0 million. <br />Based on resale benchmarks for comparable Toro, John Deere, Cushman, Ryan, and <br />other specialty turf equipment units, the offered price represents approximately 8% of full <br />new replacement value and is estimated to be $100,000 to $150,000 below conservative <br />secondary market value if sold individually. <br />Based on staff inspection of the equipment, consultation with the incoming management <br />company, and a review of the fleet’s preventive maintenance history, staff anticipates <br /> <br />
