SECTION B. SUMMARY OF EXPERIENCE AND QUALIFICATIONS <br /> Summary of - • Experience <br /> EcoNomics has extensive experience assisting large Orange County jurisdictions of over 300,000 <br /> residents with SB 1383 compliance and implementation, and has served the City of Anaheim since <br /> 2016, the City of Irvine since 2022, and the City of Santa Ana since 2018. Our firm proposes to <br /> deliver a comprehensive suite of services that align with the Scope of Work outlined in the RFC. <br /> These services include: <br /> • Financial Analysis and Studies: Our team has extensive experience developing financial rate <br /> models and pro formas to evaluate the cost and revenue impacts of SB 1383 compliance and <br /> other regulatory scenarios, EcoNomics can assist the City in conducting analyses to forecast <br /> future fund revenues, evaluate rate adjustment proposals submitted by the franchise hauler, <br /> and support informed rate-setting decisions. <br /> • Contract Compliance: EcoNomics assists client Cities with managing their hauler contracts to <br /> ensure that the haulers are complying with contractual obligations to achieve the State's <br /> mandated recycling goals. We assist many cities in Orange County with contract management <br /> and have provided direct assistance to the City of Santa Ana as it transitioned from WM to <br /> Republic Services.To this end, we are familiar with the City's franchise agreement, the hauler, <br /> the City staff managing the agreement, and the mechanisms in the contract that can be used <br /> to achieve results that are desirable to the City. <br /> • General Support: FcoNomics is currently working for8 cities in Orange County on a wide range <br /> of compliance management, implementation, and contract management projects. We are <br /> very familiar with the countywide solid waste and recycling issues,the compliance assessment <br /> and enforcement protocols used by CalRecycle by Local Assistance and Market Development <br /> (LAMD) and Jurisdiction and Agency Compliance and Enforcement (DACE) representatives, as <br /> well as all the haulers operating within the area. <br /> • SB 1383 Compliance Support: EcoNomics brings extensive and locally rooted experience in <br /> helping municipal clients—including the City of Santa Ana—achieve compliance with SB 1383. <br /> We have developed and maintained implementation records for six Orange County cities and <br /> assisted eight with capacity planning efforts. Our team has also provided onsite inspection <br /> services and compliance oversight for edible food recovery programs in six cities and <br /> supported seven cities in developing and implementing SB 1383-aligned de minimis waiver <br /> protocols. Additionally, we have helped three cities with Corrective Action Plan (CAP) <br /> implementation and reporting and currently provide general CalRecycle communications and <br /> compliance assistance for seven Orange County jurisdictions.This depth of experience ensures <br /> that EcoNomics is well-prepared to help the City of Santa Ana meet all SB 1383 compliance <br /> obligations. <br /> • Legislative Tracking and Code Revisions: EcoNomics has local experience in monitoring <br /> relevant legislation, advising on municipal code updates, developing enforcement protocols, <br /> and addressing hauler deficiencies using contractual mechanisms such as liquidated damages. <br /> 9 <br /> Doc ID: 5c24elf9f8de95b25f18cb9a42f177d25d99d112 <br />
