Economics has closely tracked SB 54 since inception, participating in technical advisory groups that have helped shape the regulatory rollout. We have already begun assisting client cities with early-stage planning to prepare for compliance. SB 54 is expected to significantly impact the types of materials haulers must recover and will introduce new funding mechanisms to support the development of processing infrastructure capable of handling these materials. These changes will likely affect the City's rate structure and may necessitate amendments to existing franchise agreements. Economics will support the City in navigating these changes— helping to secure and apply available funding to minimize impacts on ratepayers and ensure franchise provisions align with SB 54 requirements. • General CalRecycle Technical Support: We have assisted the City with filing its Electronic Annual Report (EAR) since 2018 and stand ready to provide our city-specific compliance insights to showcase the City's progress towards SB 1383 compliance. We have also used Recyclist to track SB 1383 compliance implementation in 'real-time' for use in managing the hauler contract and reporting to CalRecycle on program status updates. • Recordkeeping and Program Management: Economics has supported the City in translating complex regulatory requirements into practical, easy-to-follow protocols—developing streamlined processes for waiver verification, hauler referral evaluations, and other key compliance activities. We will continue to create tailored checklists, procedures, and supporting documentation to ensure the City's ongoing compliance with evolving mandates. • Education and Outreach: EcoNomics supported the City with a comprehensive review of hauler-provided outreach materials during the critical 2022 transition from Waste Management to Republic Services.Gurteam brings a strong understanding of the City's unique demographics, residential and commercial sectors, and communication needs.
