Mr. Blythe supported the City of Laguna Beach in developing a competitive RFP for solid waste and <br /> recycling collection services. The RFP was designed to align with the City's forward-thinking <br /> sustainability goals and meet State diversion requirements. Key features included the <br /> electrification of the collection fleet, the integration of loT technology to monitor bin fullness and <br /> contamination levels, and an innovative rate structure that incentivizes waste reduction and <br /> minimization for both businesses and residents. Mr. Blythe has extensive experience designing <br /> and modeling rate structures to assess the revenue impacts of changes in service offerings <br /> required to expand recycling and organics programs, ensuring compliance with state laws and the <br /> achievement of local sustainability goals. To this end, he has used waste characterization data <br /> gathered from restaurants to develop strategic tools to guide franchise-operated locations with <br /> optimizing solid waste, recycling, and organics recycling services based on readily available annual <br /> store revenue data. <br /> Mr. Blythe holds a Master of Business Administration-(MBA) in Sustainable Management from <br /> Presidio Graduate School in San Francisco, one of the first and only graduate-level institutions to <br /> offer an MBA where sustainability is integrated throughout the entire course curriculum. During <br /> his coursework at Presidio, Trevor explored market-based solutions for returning key nutrients <br /> from organic waste back to the soil. Her first assignment was a year-long, three- <br /> day-per-week residency with the City of Newport Beach's Municipal Operations Division, <br /> where she supported finalizing the City's residential franchise negotiations and oversaw <br /> the launch of a citywide organics collection program. In this role, she managed the hauler's <br /> rollout of a third organics cart to all households, ensuring both the deployment and related <br /> educational campaigns were carried out in alignment with franchise agreement terms.
