SANTA ANA REZONE PROJECT <br /> INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> Built-Up Land by the FMMP, which is defined as land that is occupied by structures with a building <br /> density of at least 1 unit to 1.5 acres, or approximately six structures to a 10-acre parcel. <br /> The Williamson Act, codified in 1965 as the California Land Conversation Act, allows local governments <br /> to enter into contracts with private landowners, offering tax incentives in exchange for an agreement <br /> that the land will remain undeveloped or related open space use only for a period of 10 years. <br /> Additionally, according to the Williamson Act map for Orange County FMMP,the project site is not under <br /> a Williamson Act Contract and there are no Williamson Act lands in the vicinity.is <br /> CEQA requires the evaluation of forest and timber resources where those resources are present; <br /> however, the project site is located within a commercial area of Santa Ana and there is no forest land <br /> as described in Public Resources Code Section 12220(g), timberland as defined by Public Resources <br /> Code Section 4526, or property zoned for Timberland Production as defined by Government Code <br /> Section 51104(g) on the site or in its vicinity. <br /> Would the project- <br /> a) Convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance <br /> (Farmland), as shown on the maps prepared pursuant to the Farmland Mapping and <br /> Monitoring Program of the California Resources Agency, to nonagricultural use? <br /> No impact. There is currently no Prime Farmland, Unique Farmland, or Farmland of Statewide <br /> Importance (Farmland)within the City, including the project site. Therefore, impacts related to Prime <br /> Farmland, Unique Farmland, or Farmland of Statewide Importance (Farmland)would not occur. <br /> b) Conflict with existing zoning for agricultural use, or a Williamson Act Contract? <br /> Less than significant impact.There is currently no land in the City under a Williamson Act <br /> Contract.16 <br /> According to the Zoning Ordinance, the project site is zoned A1, although it currently operates as an <br /> overflow parking lot for the zoo. The proposed project would continue this use, and includes a <br /> proposed rezoning to C2 to ensure alignment between the ongoing use of the site and the underlying <br /> zoning.As such, the proposed project would not conflict with zoning. <br /> While the proposed project would change existing zoning that allows for agricultural use, the <br /> proposed project would not impact an existing agricultural use nor would it have any impact on a <br /> Williamson Act Contract.
