SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> Environmental Evaluation <br /> Setting <br /> Methods <br /> The biological resources evaluation included a review of existing environmental documentation for the <br /> project site and vicinity, including literature pertaining to the habitat requirements of special-status <br /> species with the potential to occur in the project vicinity and federal register listings, protocols, and <br /> species data provided by the United States Fish and Wildlife Service (USFWS) and California <br /> Department of Fish and Wildlife (CDFW). FirstCarbon Solutions (FCS) Biologists also reviewed <br /> topographic maps, aerial photographs, and published soil surveys and queried special-status species <br /> databases, including the USFWS Information for Planning and Consultation (IPaC) database,13 the <br /> California Natural Diversity Database(CNDDB),24 and the California Native Plant Society Electronic <br /> Inventory of Rare and Endangered Vascular Plants of California (CNPS Inventory)."The literature <br /> and database reviews were conducted on April 23, 2025, and are included in Appendix B. <br /> Environmental Setting <br /> The project site is located in an urbanized area and is surrounded by 1-5 to the north, Church of Christ <br /> in Tustin to the east, East Main Street and Saddleback Mobile Lodge Club to the south, and the Santa <br /> Ana Zoo to the west.The project site is currently a gravel lot and is relatively flat, with minimal slopes <br /> increasing from south to north. Ornamental trees and shrubs are located along the southern and <br /> western boundaries of the site. <br /> Would the project: <br /> a) Have a substantial adverse effect, either directly or through habitat modifications, <br /> on any species identified as a candidate, sensitive, or special-status species in local <br /> or regional plans, policies, or regulations, or by the California Department of Fish <br /> and Wildlife or United States Fish and Wildlife Service? <br /> No impact.The project site contains ornamental trees located along the southern and western <br /> boundaries. Under existing conditions, areas within 500 feet of the project site are urbanized with no <br /> native vegetation communities or wildlife habitats present.
