SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> Would the project: <br /> a) Violate any water quality standards or waste discharge requirements or otherwise <br /> substantially degrade surface or groundwater quality? <br /> Less than significant impact. The project would be undertaken in accordance with the Orange <br /> County Drainage Area Management Plan (DAMP) (Santa Ana Municipal Code § 18-156, Control of <br /> Urban Runof). Prior to issuance of a grading or building permit for the project, applicable City <br /> agencies would review the project plans and impose terms, conditions, and requirements on the <br /> project, as needed.Additionally, the proposed project would be subject to compliance with Chapter <br /> 19,Article IV—Water Pollution of the City Municipal Code, which addresses compliance with the 2003 <br /> DAMP. Overall, the proposed project would be subject to compliance with the Orange County DAMP, <br /> which requires the preparation of a WQMP that specifies the proposed BMPs.The impact would be <br /> less than significant. <br /> b) Substantially decrease groundwater supplies or interfere substantially with <br /> groundwater recharge such that the project may impede sustainable groundwater <br /> management of the basin? <br /> Less than significant impact.According to the City of Santa Ana 2020 Urban Water Management <br /> Plan (UWMP), the City receives water from the Lower Santa Ana River groundwater basin,which is <br /> managed by the Orange County Water District, and from imported water from the Metropolitan Water <br /> District of Southern California (Metropolitan). Groundwater is pumped from 20 active wells throughout <br /> the City.As discussed under impact 18(b), the City anticipates having adequate water supplies <br /> through year 2040. Because of its nature, the proposed project would not require the use of <br /> groundwater. Thus, project implementation would result in a less than significant impact to <br /> groundwater supplies <br /> The project site is not located within a designated groundwater recharge basin or area identified as <br /> critical for groundwater replenishment.Accordingly, the proposed project would not interfere with <br /> groundwater recharge to a degree that would impede sustainable groundwater management of the <br /> basin.Additionally, the project site is currently used for parking and is heavily compacted due to daily <br /> vehicular use.As such it has a very low infiltration rate and does not represent a significant <br /> contribution to groundwater recharge. The proposed project would continue to route stormwater to <br /> existing drainage facilities and would comply with local stormwater management standards.
