SANTA ANA REZONE PROJECT <br /> INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> c) Substantially alter the existing drainage pattern of area, including through the <br /> alteration of the course of a stream or river or through the addition of impervious <br /> surfaces, in a manner which would: <br /> (i) result in substantial erosion or siltation on-or off-site; <br /> Less than significant impact. Project construction activities such as demolition, grading, paving, <br /> and site improvements may result in loose sediment, which can be transported by surface water or <br /> wind into nearby storm drains and waterways. <br /> The proposed project would not alter the course of a stream or river as the Santa Ana River is located <br /> approximately 4 miles west of the project area. The proposed project would involve construction in an <br /> area that is currently covered by a gravel parking lot.As described above, the project site is currently <br /> used for parking and is heavily compacted due to daily vehicular use. The proposed project would not <br /> substantially alter the existing drainage pattern of the site in a manner that would result in substantial <br /> erosion or siltation on-or off-site.As such, impacts related to the alteration of existing drainage <br /> patterns in the area that could result in substantial erosion or siltation on-or off-site would be less <br /> than significant. <br /> (ii) substantially increase the rate or amount of surface runoff in a manner which <br /> would result in flooding on-or off-site; <br /> Less than significant impact. Project construction activities such as demolition, grading, paving, <br /> and site improvements may result in loose sediment that can be picked up by surface water or wind <br /> into nearby storm drains and into waterways. The proposed project would not alter the existing <br /> drainage pattern of the site and would not alter the path of a stream or river, as explained above.As <br /> such, impacts related to the alteration of existing drainage patterns in the area that could result in <br /> flooding on-or off-site would be less than significant. <br /> (iii) create or contribute runoff water which would exceed the capacity of existing <br /> or planned stormwater drainage systems or provide substantial additional <br /> sources of polluted runoff; or <br /> Less than significant impact. The proposed project would be served by the City's stormwater <br /> drainage system. Construction activities such as demolition, grading, and paving could introduce <br /> additional pollutants and sediment into water runoff and flow into nearby storm drains. Continuous <br /> use and operation of the site would not create or contribute runoff water that would exceed the <br /> capacity of existing stormwater drains on the project site with implementation of these BMPs. <br /> Therefore, impacts are considered less than significant. <br /> (iv) impede or redirect flood flows? <br /> No impact.The project site is not located within a floodplain. The proposed project would not add <br /> additional impervious surfaces or alter the course of a stream or river.
