SANTA ANA REZONE PROJECT <br /> INITIAL STUDYIMITIGATED NEGATIVE DECLARATION <br /> d) In flood hazard, tsunami, or seiche zones, risk release of pollutants due to project <br /> inundation? <br /> No impact.A seiche is an earthquake or slide-induced wave that can be generated in an enclosed <br /> body of water. There is no enclosed body of water in the project vicinity.Therefore, the proposed <br /> project is not in a seiche zone. <br /> The project site is surrounded by existing development and is not located within a floodplain or flood <br /> hazard zone. The nearest body of water is the Santa Ana River approximately 4 miles to the west. <br /> A tsunami is a sea wave generated by an earthquake, landslide, volcanic eruption, or even a large <br /> meteor hitting the ocean.An event such as an earthquake creates a large displacement of water <br /> resulting in a rise or mounding at the ocean surface that moves away from this center as a sea wave. <br /> Tsunamis generally affect coastal communities and low-lying (low-elevation) river valleys in the <br /> vicinity of the coast. Buildings closest to the ocean and near sea level are most at jeopardy.According <br /> to the CGS Orange County Tsunami Inundation Maps, the project site is not located within a tsunami <br /> inundation area.53 <br /> Potential risk from mudflow(e.g., mudslide, debris flow) does not exist within the project area as <br /> steep slopes are not located in the project vicinity. Therefore, because the proposed project is not in a <br /> flood hazard, tsunami, or seiche zone, therefore project implementation would not risk release of <br /> pollutants from inundation by seiche, tsunami, or mudflow. No impact would occur. <br /> e) Conflict with or obstruct implementation of a water quality control plan or <br /> sustainable groundwater management plan? <br /> Less than significant impact. The proposed project would not conflict with the County Watershed <br /> Program and the County's NPDES program.Therefore, construction impacts related to water quality <br /> control plan or groundwater management plan consistency would be less than significant.
