EXHIBIT 2
A=COM
The Future Year (2035) turning movements for remaining three intersections
(intersections of Logan Street, SARTC Driveway, and Fuller Street with Santa Ana
Boulevard), not included in the Santa Ana Renaissance Specific Plan, were forecast
similar to the Opening Year (2016) conditions. The 0.5% ambient annual growth rate was
applied coupled with the addition of the cumulative project trip assignment to existing
counts. The future traffic volumes at these three locations were balanced with the
previous four locations to maintain flow consistency through each of the study
intersections. Figure 6 shows the resulting Future Year (2035) AM and PM peak hour
traffic volumes at the study area intersections.
5.2 Future Year (2035) Geometric Assumptions
To assess Future Year (2035) conditions, geometric improvements as part of the major
projects and plans were assumed to be in place for this analysis. These projects include
the Santa Ana Fixed Guideway (Streetcar) proposal, the SARTC Expansion, and the
Transit Zoning Code. The improvements for each major project/plan, as they relate to the
project, are presented below.
Santa Ana Fixed Guideway (Streetcar)
• As part of the streetcar proposal, the intersection of Santiago Street/Santa Ana
Boulevard would be modified to account for streetcar operations through this
intersection. Therefore, appropriate signal timing adjustments (additional loss time)
were made to reflect operation of the streetcar through this intersection. The
additional loss time was derived based on the time needed for the streetcar to
clear the intersection, averaged over the course of an hour.
SARTC Expansion
• The proposed expansion includes the improvements to Santiago Street/Santa Ana
Boulevard consistent with the streetcar proposal consistent with those listed
above. Additional modifications reflected as part of the grade separation project
include modifications to the existing SARTC driveway at Santa Ana Boulevard,
and modifications to the Fuller-Fruit Street/Santa Ana Boulevard intersection as
the transit center proposes to expand east of the Metrolink tracks. It should be
noted, however, that these modifications would not affect traffic patterns or level of
service results.
Transit Zoning Code EIR
The Future Year (2035) analysis also includes mitigation measures required as part of the
Transit Zoning Code EIR. The following improvements to impacted locations in the Transit
Zoning Code EIR were assumed to be in place for this analysis:
Traffic/Circulation Study—Final May 18,2012
