EXHIBIT 2 <br /> A=COM <br /> 5.0 FUTURE YEAR (2035) CONDITIONS <br /> The methodology used to develop the background traffic forecasts for long-term Future <br /> Year (2035) conditions are described below. As previously discussed, the future analysis <br /> will account for major projects and plans within the study area, including: <br /> • Santa Ana Fixed Guideway (Streetcar) — Proposed streetcar would run along <br /> city streets (including Santa Ana Boulevard and Santiago Street) providing service <br /> between the Santa Ana Regional Transportation Center (SARTC) and a new <br /> transportation center in Garden Grove. <br /> • Santa Ana Regional Transportation Center (SARTC) Expansion —Proposed <br /> expansion would include, but not limited to, provision of new parking and support <br /> facilities, safety features, pedestrian and bicycle facilities, bus circulation <br /> improvements, and geometric modifications to support service increases and the <br /> proposed streetcar project. <br /> • Transit Zoning Code Environmental Impact Report — Provides zoning for the <br /> integration of new infill development into existing neighborhoods and to reassign <br /> land use designations in support of a transit/pedestrian-oriented framework. <br /> 5.1 Future Year (2035) Traffic Volumes <br /> In order to maintain consistency with other traffic study reports in the City of Santa Ana, <br /> future (2035) traffic volumes were developed (where applicable) consistent with the Santa <br /> Ana Renaissance Specific Plan Traffic Study (KOA Corporation, 2010) for the Transit <br /> Zoning Code Environmental Impact Report (EIR). The long-range (2035) analysis as part <br /> of that study was based on future background traffic forecasts obtained from the Orange <br /> County Traffic Analysis Model (OCTAM 3.2), with modifications to comply with the more <br /> recent OCTAM 3.3 model. This travel demand-forecasting model is used to evaluate <br /> circulation and transit system needs throughout the County. The model assumes buildout <br /> of the Transit Zoning Code land uses and operation of Phase 1 of the Santa Ana Fixed <br /> Guideway (Streetcar) proposal. <br /> The increment between existing and future 2035 traffic volumes in the Santa Ana <br /> Renaissance Specific Plan Traffic Study was calculated for each turning movement at <br /> each intersection. These increments were then added to the existing traffic counts to <br /> develop Future Year (2035) traffic volumes at the following four intersections: <br /> • Santiago Street/Civic Center Drive <br /> • Santiago Street/Santa Ana Boulevard <br /> • 1-5 Southbound Ramps/Santa Ana Boulevard <br /> • Grand Avenue/Santa Ana Boulevard <br /> Traffic/Circulation Study—Final May 18,2012 <br />
